Dear Mr.Mindermann, The San Joaquin County Environmental Health Department(EHD), as the Local Enforcement Agency,is attempting to gather information on properties that adjacent to the PNA Site(39-CR-0022)to confirm our understanding that landfilling activities have occurred on these sites in the past,and to assess the level of threat to the public's health and safety and the risk the site poses to the environment. l The PNA use portion of it property surrounds it factory as an area for disposal of glass waste.Aerial phots show that disposal started prior to 1968.The aerial photos show areas where site activity was conducted.The areas where the soil is disturbed are suspected to be disposal area. The property has been sub-divided into 3 properties. The three properties currently has two owners,There is a potentially a third owner if the real estate transaction is completed.The current owner of 2 of the PNA parcels(Brown and Reynolds)has done some Phase H I investigation work. Advance Geo Environmental conducted the work.It included trenching and sampling on one of the 2 parcels. In accordance with Public Resource Code(PRC),Section 45013,the EHD is requesting assistance to determine the additional field scope of work necessary to complete the investigation of historical disposal areas.The EHD is also requesting that the existing Phase H investigation be evaluated for adequacy and data gaps necessary to define waste extents,waste characteristics,cover,drainage,erosion,LFG migration. r The final Phase I report will provide support to EHD for additional investigations required for property transfers and post closure land-use and in review PCLU plans for the Buzz Oates property(the potential new owner)and j provide enforcement nexus to have Power Plant and PNA property owners perform landfill investigation of their properties.
