William,
Nice to meet you on the phone earlier today.
I have generally looked over information that has been sent. Most of it is partial, in that it consists only of figures,
analytical data, tables, some logs, photos of trenches and possibly waste excavation areas, historical aerial photographs,
etc.,so it would be best if I could get the entire documents)/reports. I have some reports(see below).
Because I am not sure of all the work conducted, it is difficult to ask specifically for the information; however, this
basically is what we are looking for:
1)Site Investigation and Remedial Action (Waste Excavation)Work Plans.
I have a work plan dated August 10,2015 titled:Site Investigation Work Plan—Waste Characterization/Disposal,
FORMER PILKINGTON NORTH AMERICA—LATHROP FACILITY
500 East Louise Avenue, Lathrop,San Joaquin County, California Solid Waste Information System (SWIS)number 39-CR-
0022(APN 198-120-09);however,this appears to be a waste excavation work plan and not a site investigation work plan
since it talks about site investigation work already conducted and waste excavation proposed to be conducted.
Regulatory ec requests by AGE to review r plans and their responses to any of the work plans.
3)Site Investigation report(s)/addendum reports:At a minimum,we are looking for the SI report(s)characterizing the
waste(s) and delineating the lateral and vertical extent of the wastes, accompanied by appropriate report text typical
included in such documents(e.g.,field methodologies for exploratory test pit/trench excavations, drilling, sampling, and
analytical testing; (e.g.,were all samples analyzed discrete samples or were any composited); summary of analytical
results(in addition to just tables);figures, summary tables of analytical and other data, cross sections indicating lateral
and vertical extent of wastes based on your investigation and other data;and all supporting documentation(e.g.,
appendices)such as field notes,test pit/trench logs, sample locations/depths(likely on logs) photographs,certified
laboratory analytical reports etc. (typical report contents).
I have a December 24,2014 report titled Preliminary Site Assessment Report, PILKINGTON NORTH AMERICA—LATROP
FACILITY,500 EAST LOUISE AVENUE, LATHROP, CALIFORNIA; however, it is only related to construction of seven LFG
wells/probes/soil probes. The report references Recognized Environmental Concerns, does this mean there is also a
Phase 1 ESA?
4)Remedial Action/Waste Excavation Report(or equivalent) related to the reported wastes that were excavated from
the site indicating what areas/locations were excavated, rationale for excavation at these locations/reason for
conducting excavation(s)at these locations and not other locations, lateral and vertical extent of excavations,
confirmation sample locations and rationale, analytical results, etc.,again what is typically included in a remedial
action/waste excavation report.
5)Geophysical survey(may be in the Site Investigation Report?)
6)Landfill Gas Investigation Report(s)with a figure indicating locations of the LFG wells and table of LFG analytical
results.
7)Geotechnical Report that was discussed during the conference call.
8)Post Closure Land Use Plan including all appendices.
9)Groundwater reports.
10)Any background reports by others that you may have of work conducted prior to your involvement.
11)Any other related documents such as from regulatory agency files.
