1 INTRODUCTION AND BACKGROUND <br /> In accordance with your request, Ninyo & Moore is pleased to submit this limited historical study <br /> consisting of a review available background documents pertaining to the Pilkington North <br /> America (Pilkington NA) waste disposal site (WDS). The WDS is located at 500 East Louise <br /> Avenue in Lathrop, San Joaquin County, California and based on available information, includes <br /> portions of Assessor Parcel Numbers 198-120-05, -08, -09 (Appendix A). The Pilkington NA <br /> WDS is listed on the California Department of Resources Recycling and Recovery (CalRecycle) <br /> Solid Waste Information System (SWIS) database as "Pilkington North America, Inc." The <br /> operator and business owner is listed as Libbey-Owens Ford at the same address and the land <br /> owner is indicated as ASP/RWM Properties in Oakland California. The WDS is listed as <br /> unpermitted and closed, and is a pre-regulations WDS that is inspected quarterly. <br /> In accordance with Public Resource Code (PRC), Section 45013, the San Joaquin County <br /> Environmental Health Department (EHD), acting as the Solid Waste Local Enforcement Agency <br /> (LEA), requested assistance from CalRecycle to evaluate previously conducted environmental site <br /> investigations and remedial action activities conducted at a portion of the WDS to assist with <br /> determining the adequacy of the work conducted and necessity to conduct additional work related to <br /> investigation and remediation. The LEA specifically requested that the "Phase ll" site investigation be <br /> evaluated for adequacy and data gaps related to the characterization and delineation of the wastes, <br /> cover, drainage, erosion, and landfill gas(LFG)generation and migration. <br /> As environmental consultant for their statewide Closed, Illegal and Abandoned (CIA) Disposal Sites <br /> Program, CalRecycle requested Ninyo & Moore (N&M) conduct a limited historical study of available <br /> background information for the Pilkington NA WDS. This limited historical study is intended to provide <br /> support to the LEA regarding the necessity for additional investigation and post closure land use plans <br /> (PCLUP) related to property transfers, and assist with evaluating the necessity for enforcement action <br /> related to wastes located on other land parcels(e.g., adjacent power plant). <br /> The scope of work for this project generally included conducting a limited historical study <br /> consisting of obtaining, organizing, reviewing and summarizing available and relevant background <br /> data and providing comments, as applicable, pertaining to environmental activities conducted at <br /> the Pilkington NA WDS. <br /> Ninyo&Moore 1 500 E.Louise Avenue,Lathrop,San Joaquin County,California 1104690095 1 August 11,2017 <br />
