0 9 <br /> 2 LIMITATIONS AND UNDERSTANDINGS <br /> The scope of work for this historical study was limited to that defined by CalRecycle in the <br /> subject work order. Select documents, generally those that were provided, and/or available <br /> and/or judged to be the most relevant were reviewed and summarized. Therefore, all existing <br /> data for the WDS is not included in this document. Additional information that may be <br /> relevant to this project may not be included for various reasons including the documents were <br /> not available at the time and the volume of information received precluded lengthy reviews and <br /> limited comments due to project budgetary constraints. Documents were received from <br /> CalRecycle staff and subsequently requested from and received from Advanced <br /> GeoEnviromental Inc. (AGE), the consulting firm that conducted the majority of environmental <br /> investigation and remedial action activities at the site (defined as APN 198-120-09). <br /> In addition, approximately 50+ emails, many of which included additional (earlier chains of) <br /> correspondence, were obtained from AGE for the purpose of more accurately documenting the <br /> history of the project. While many of these emails did not indicate information contained was <br /> confidential and privileged, some of the AGE emails contained the following language: "This <br /> email/fax message is for the sole use of the intended recipient(s) and may contain confidential <br /> and privileged information. Any unauthorized review, use, disclosure or distribution of this <br /> email/fax is prohibited. If you are not the intended recipient, please contact the sender by <br /> email/fax and destroy all paper and electronic copies of the original message." It was assumed <br /> that since AGE provided the emails to N&M for this limited historical study, they indicated their <br /> approval to use the information included in the correspondence. <br /> A significant portion of this project was related to organizing the large volume of background <br /> information, including partial and draft documents, final documents and correspondence <br /> provided by CalRecycle and AGE. To the extent possible, available information is generally <br /> summarized chronologically. However, many documents consisted of only a figure or table, <br /> submittal of draft and/or partial information and sometimes the date on the document may not <br /> have reflected the actual time that the document was requested and/or submitted. There were <br /> what appeared to be duplicate documents, parts of documents, and multiple file names for the <br /> same documents from different sources, which required a complete organization of information <br /> provided. Numerous documents consisted only of figures or tables and there was uncertainty of <br /> the dates they were used/submitted. Sometimes file names and document titles did not appear <br /> to correspond to the contents of the document. The study was further complicated by what <br /> appeared to often be more than one version of the same document, with earlier draft versions <br /> often signed and stamped by a registered professional.
