The PSA report did not include a figure indicating the lateral and vertical extent of wastes based
on background information and results of the site investigation.
v p +vith ltatian C_210
h "hi .
This Google Earth Image indicates a square area south of the Pilkington NA building and to the
adjacent east of the power plant identified as "Trenching Plan Area Jan 2015."
gu w•n Pian, dar +ct rtitl1 6kIE},,. r
This document consists of Figure 3 — Trenching Plan, and although not known, may be a
submittal by AGE to provide additionally requested information related to proposed exploratory
trench locations since the above-referenced Google Earth Image only identified the general
area of trenching.
Comments: This figure identifies in the "Legend" a red outlined area as Estimate[d] Waste Storage
Location (Historical) and also what appears to be the same area in yellow lettering on the figure
as "Area of Known Impact Waste Hand[e]ling." It is likely the area identified in yellow lettering is
the same as the red outlined area identified as waste storage. The nomenclature of this waste
disposal area east of the power plant is differently in the same document and it appears also on
the figure, as well as other documents related to this project making it difficult to understand the
Project. It is recommended that the same nomenclature referring to waste disposal be used.
Twenty-three trenches are shown on the figure, all oriented north-south except trench T13 which
is oriented east-west and parallel (as opposed to perpendicular) to the assumed waste disposal
area. To delineate the lateral extent of wastes, trenches should be located at (not within) the
assumed waste disposal area perimeter and they should be oriented perpendicular to the
assumed waste disposal area boundary. More specifically, trenches T1 to T4 should be located at
the assumed eastern waste extent and oriented east-west and not north-south. Similarly, trenches
T21 to T23 are located east of the assumed western lateral extent of waste rather than at the
assumed western boundary and why are they parallel rather than perpendicular to the assumed
waste boundary? Only one trench T-13 is located at the assumed southern waste boundary and it
is oriented in the wrong direction (it should be north-south and perpendicular, not parallel to the
assumed waste boundary). Trenches T1, T8, T17, T18 and T23 should be located at the assumed
northern waste boundary. The trench locations appear to have just been placed on the figure, with
the same generally north-south orientation without regard to delineating the suspected lateral
extent of waste based on the area identified on the figure as"Estimate[d] Waste Storage Location"
and "Area of Known Impact Waste Hand[e]ling" and historical aerial photographs.
Only borings AB8 to AB21 are indicated on the figure and AB1 to AB7 should also be shown. The
blue-white gray materials stockpiled at some locations appear to possibly be mixed with soils. This
material needs to be identified and whether it is a potential environmental concern. Are these
materials related to glass manufacturing or are they waste products associated with the
manufacturing process?
Ninyo&Moore 1 500 E.Louise Avenue,Lathrop,San Joaquin County,California 1 104690095 1 August 11,2017 24
