I
This work plan is significantly more detailed than previous and subsequent documents; however, it
does not include a title page or signature of the registered professional, and therefore it is not
known if this is a final document. Figures and Appendices are listed in the Table of Contents;
however, are not included with information available for review. The work plan included
information about previous field methodologies of sample collection, absent from the earlier PSA
reports. The work plan is worded more clearly and appears to have been edited for typographical
errors and is easy to follow and understand. This work plan dated January 30, 2015 has the
same date as the PSA Report that describes the work that was planned to be conducted in
the work plan (e.g., the work plan and PSA report summarizing the scope of work that was
conducted are both dated January 30, 2015). The following are more specific comments (blue)
to specific statements included in the "work plan" (italics).
• An area that extends approximately 400 feet north to south, and 500 feet east to west was
historically reported to have a pile of glass waste, and no documented burial of waste was
observed based on aerial photographs. Comments: Based on review of the 1968 historical aerial
photograph (Appendix B), it appears the area is the location of likely waste disposal surrounded or
delineated by a perimeter dirt road. What is meant by"a pile of glass waste?"This appears to be
better described as a waste disposal area.
• In 1986, the handling of glass waste in the southern staging area was terminated.
Comments: Where were the wastes disposed of after 1986?And what area is being referred
to as the "southern staging area?" Is this the same area as the 400 x 500 foot waste
disposal area described?
• Previous Investigations on 04 December 2014, seven soil borings (A81 through AB7) were
advanced near the southern edge of the factory area. Comments: What was the purpose of
these borings? Was it to evaluate potential petroleum hydrocarbon contamination?
• Soil Sample Collection Comment: this title suggests all samples collected and analyzed
consisted of soil. Were samples also collected of wastes?
• Grab Groundwater Sample Collection Comment: what was the rationale for the locations that
were sampled?
• Stratigraphy Comments: This section as well as the "Summary/Conclusions" appears to be
focused on petroleum hydrocarbon contamination and not on waste disposal. Based on what
is presented in the report text, it does not appear any borings encountered wastes even
though they were advanced in the area of the 400 x 500 foot waste disposal area. (According
to boring logs, only one boring,AB18, encountered waste).
Ninyo&Moore 1 500 E. Louise Avenue,Lathrop,San Joaquin County,California 1 104690095 1 August 11,2017 25
