0 .
environmental concerns were identified related to petroleum hydrocarbons, possibly waste water
treatment, an oil spill, former LISTS (closure information not available). Discolored apparently
stockpiled blue-gray white materials could possibly be an environmental concern and these
materials should be identified on the figure. East of the buildings the surface appears disturbed and
is labeled"SILOS [SOILS].
6,60 East Loiuise Avelste, ema1'6iIcncCerm,to th "e,
This email from AGE to the LEA stated that minor volumes of debris were observed "in the
trench section" typically at depths of four feet or three feet, with a thickness horizon of less than
six to eight inches. AGE stated that they found "no big items or locations without the
presen[ce]ts of a native soil base under the spilled glass waste." They stated that glass was the
majority of the waste, with some "bit or strings of plastic excavated." AGE stated that "This
section is what was observed in the Geoprobe soil boring logs (photo attached)."
Comments: Although photographs are indicated as initially attached, they were not available for
review in this chain of emails. The email suggests native soils were encountered underlying the
soils; however, trench logs to confirm this were not available for review. Did all exploratory
trenches extend to "native soils"? If this was the case, then the trench logs need to indicate this
important information.
564 East pindiene fromAGE tct
The email from AGE to the LEA states that they have received the soil sample analytical data
from the trenches and soil piles from the SWIS site at 500 East Louise Avenue in Lathrop and
that attached is the site plan and raw analytical data from the investigation. AGE stated:
"As noted most every trench (T samples) were analyzed for metals, most for pH and others for
VOC and other chemicals. Noft]much of any were detected. The soil piles samples (S samples)
were also analyzed at your offices request. Most soil piles were non detected for VOC and other
chemicals. One location did have elevated metals, however this "set of piles" would be profiled
for local disposal at Forward Landfill. Map of the trenches attached."
Minor volumes of debris were observed in the trench section, typically at depths of four feet or
three feet, with a thickness horizon of less than six to eight inches. AGE found no big items or
locations without the presents of a native soil base under the spilled glass waste. Glass was the
majority of the waste, with some bit or strings of plastic excavated. This section is what was
observed in the Geoprobe soil boring logs (photo attached next email).
AGE plans to backfill the excavation with a soil mix borrowed from the field east of the former
SWIS area. I will inform your office. Additionally the soil will [be] piled and profiled for
disposal/landfill.
Comments: as previously stated, it is not required to backfill exploratory trench excavations
related to investigation of a waste disposal site with imported fill soil, rather the excavation can
be backfilled with materials removed from that location in the reverse order excavated. This
email may have just been an update to the LEA, as opposed to later providing additional data;
however, at a minimum, analytical data should be tabulated onto tables and compared to
appropriate regulatory and/or hazardous and/or screening or human health levels appropriate to
the Project. A site plan with boring and trench locations, presence or absence of wastes and
waste thickness needs to be provided. At a minimum, boring and trench logs should be provided
to document this information. Also, it is not clear whether all stockpiled materials were proposed
to be disposed of at the Class 11 Forward Landfill?
Ninyo&Moore 1 500 E.Louise Avenue,Lathrop,San Joaquin County,California 1 104690095 1 August 11,2017 30
