The October 30, 2015 email states that AGE and their client discussed the schedule for backfilling <br /> and needed to start this process. AGE stated to please consider their request as urgent, as <br /> discussed during the [in] telephone conversation this week. The letter stated "Our contact at the <br /> Regional Board may have some good points of order, however, much is at risk right now and we <br /> cannot for this scope to become out of control or for any real damage to occur. Our soil piles and <br /> waste piles are separated in preparation for disposal and backfilling. 1 know we all agree the <br /> excavations need to be completed, which means backfilled." <br /> The October 26, 2015 email stated that the power plant "owners"inspected the property this week <br /> and meet [met] with the new owners of the former glass plant property. The email stated that the <br /> property owners requested the [waste] excavation wall along the west property boundary be <br /> backfilled or supported with soil.AGE stated that they planned to install "a minor plastic barrier on <br /> the excavation wall and place soil against the neighbor's property."AGE stated that they will start <br /> placing the plastic and soil Tuesday (off Wednesday with rain) and be done by Thursday/Friday. <br /> AGE requested an inspection in the afternoon. It was also stated that AGE planned to use the fine <br /> grain soil imported to start stabilizing the excavation. They also stated that the analytical analysis <br /> is attached and that more fill [may] be imported for the final compaction filling. <br /> Comments: Analytical data of the imported fill material was not included with the subject email. <br /> Photographs 002 and 017 were included with the email and showed an excavation with plastic <br /> sheeting on one wall face and the other photo showed what appeared to be imported fill soil near <br /> an excavation. It is assumed that AGE notified the LEA of the source/location of the fill soil and <br /> pre-approved the material prior to it being imported to the site based on where it came from and <br /> analytical data. Regarding the statement "Our soil piles and waste piles are separated in <br /> preparation for disposal and backfilling," does this mean excavated materials were disposed of at <br /> a Class II and Class III landfill or were soil piles reused on site?
