21 December 2017 <br />AGE-Project No. 14-3154 <br />Page 3 of 23 <br /> <br />In 1993, the LOF facility was issued Solid Waste Information System (SWIS) number 39- <br />CR-0022 and assigned to the Local Enforcement Agency (LEA) at the San Joaquin <br />County Environmental Health Department (SJCEHD). However, only the western portion <br />of the 48-acre subject property (Parcel 198-120-09) is included in the SWIS 39-CR-0022, <br />along with portions of the Cogen property to the west. (Preliminary Investigation Area- <br />Figure 2). PNA later purchased the company and was also designated a responsible <br />party; and Nippon Sheet Glass (NSG) later purchased PNA. In February 2015, the <br />ownership of the property changed again; the property was sold to R&B Louise, LLC, <br />R&B Delta LLC and ASP/RWM Properties. <br /> <br />Between December 2014 and November 2017, several investigations have been <br />performed at the subject property to assess, characterize, and remove identified wastes; <br />and to evaluate whether the wastes resulted in impact to soil and groundwater at the site. <br />The investigations included geophysical survey work, advancement of borings and <br />excavation of trenches for sample collection (soil, water, and solid waste); collection of <br />surface soil samples; and additional excavations to remove identified waste. All field work <br />was performed in accordance with directives issued by the LEA or Central Valley <br />Regional Water Quality Board (CVRWQCB), or with approval of the LEA and CVRWQCB. <br />Additionally, LEA staff was on-site to witness a majority of the field work performed. <br /> <br />Field work at the site and related laboratory testing was generally performed as proposed <br />in the following work plans: <br /> Preliminary Site Assessment, dated 10 November 2014 (preliminary). <br /> Soil Vapor Investigation Work Plan Addendum – June 2015, dated 15 June 2015. <br /> Soil/Groundwater Investigation Work Plan Addendum –July 2015, dated 21 July <br />2015. <br /> Site Investigation Work Plan – Waste Characterization / Disposal, dated 10 August <br />2015. <br /> Site Investigation Work Plan Addendum – Off-site Characterization, dated 10 May <br />2017. <br /> Site Investigation Work Plan Addendum, dated 27 October 2017. <br /> Revised Confirmation Site Investigation Work Plan, dated 20 November 2017 <br />(Field work not yet performed; work plan is still pending approval) <br /> <br />The CVRWQCB conditionally approved the Confirmation Site Investigation Work Plan <br />(19 October 2017) by letter dated 16 November 2017. The conditional approval letter <br />requested a revised work plan be submitted incorporating the comments and conditions <br />outlined in the 16 November 2017 letter. AGE submitted the Revised Confirmation Site <br />Investigation Work Plan on 20 November 2017, and is currently waiting for the <br />CVRWQCB to approve the plan so the limited amount of remaining required confirmation <br />field work can be performed.
