Highway 5 is <br />situated approximately 1,000 feet west of the subject property. <br /> <br />Several groundwater monitoring and remediation wells are installed in the southeast <br />portion of the subject property associated with the current investigation and remediation <br />of contaminated groundwater emanating from JR Simplot and the former Oxy Chem <br />facilities to the east. Additionally, wells W-0, W-1R, and W-2 were installed at the subject <br />property to monitor groundwater related to the past discharge/spray of treated waste <br />water on the property and groundwater in the waste cells (W-0); wells W-0 and W-1R <br />have been destroyed. <br /> <br />The western portion of the subject property was historically utilized to store, <br />manage/handle and dispose of waste glass and other minor debris from the processing <br />of glass at the former PNA glass factory to the north. Specifically, a flat graded area in <br />the northwest corner of the site was used to store waste glass (waste/glass handling <br />area); in 2013, native soil to the east of the waste/glass handling area was used to cover <br />the residual waste glass in this area. Investigations performed at the subject property in <br />2015 identified two additional areas along the western property boundary that contained <br />buried waste glass and debris (North and South Waste Cell). <br /> <br />As described in this report, the waste/glass handling area in the northwest corner of the <br />subject property and the waste cells along the western property boundary have been <br />thoroughly investigated and defined by investigations performed at the site. <br /> <br /> <br />3.0. BACKGROUND <br /> <br />In the early 1960s, the Libby Owens Ford (LOF) facility (currently referred to as the former <br />PNA facility) was built directly to the north of the subject property. The subject property <br />was associated with the LOF facility, and historically waste glass and comparatively minor <br />amounts of other debris (such as innocuous plastic and metal fragments) from the <br />processing of raw glass at the LOF facility was stockpiled on the subject property at 17100 <br />Murphy Parkway, Lathrop, California. <br /> <br />An area that extends approximately 400 feet north to south and 500 feet east to west, in <br />the northwest corner of the subject property was historically reported to support a large <br />pile of glass waste where former glass debris was managed and stored on the surface <br />prior to removal; no documented burial of waste was observed based on aerial <br />photographs. A significant portion of wastes formerly stored at the subject property were <br />removed throughout the facility’s operation and disposed off-site. In 1986, the handling of <br />glass waste in the northwest portion (waste/glass handling area) of the site was <br />terminated. In December 2013, cover (native soil) was placed over a relatively minor <br />amount of residual waste glass that was present within the waste/glass handling area and <br />this area was sloped for drainage. <br />
