The following is an itemized list of hazardous waste violations that have not been addressed for ULLOAS TOW & AUTO REPAIR as of August 09 , 2021 . Open violations from January 16 , 2020 inspection - The following used metal oil filters were observed on-site out of compliance with the storage rules: 1 . A 55-gallon black steel drum , labeled as " Drained Used Oil Filters" and with a pick up date of 1 /29/ 19, was observed open , storing used metal and paper oil filters, and marked with an illegible accumulation start date (IMG 0538-41 ) . 2 . At least five used metal oil filters were observed inside the open secondary containment for the three steel drums of used oil and the one poly drum of used antifreeze , and were missing the words "drained used oil filters" and the accumulation start date (IMG 0535 , 0537) , REGULATION GUIDANCE : The business owner must ensure that all employees are thoroughly familiar with proper waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and emergencies . CORRECTIVE ACTION : Immediately train the employees. Provide proof of training and training materials within 30 days to the San Joaquin County Environmental Health Department (EHD) for employees whose responsibilities include hazardous waste . OBSERVATION : Copies of consolidated manifest receipts from 1 /16/2017 through 1 / 16/2020 for hazardous wastes including used oil and used antifreeze were not found on site during the inspection REGULATION GUIDANCE : The generator shall retain each consolidated manifest receipt for at least three years . This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency . CORRECTIVE ACTION : Immediately locate a copy of all consolidated manifest receipts from 1 /16/2017 through 1 / 16/2020 and maintain consolidated manifest receipts for at least the last three years on site .
