The following is an itemized list of hazardous waste violations that have not been <br /> addressed for ULLOAS TOW &AUTO REPAIR as of January 21, 2021. <br /> Open violations from January 16, 2020 inspection <br /> Violation#106-Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: Based on the following violations observed at the time of inspection,the facility employees are not <br /> trained on proper hazardous waste (HW)handling or the training provided has been inadequate: <br /> -The following releases of hazardous wastes were observed on-site: <br /> 1. Three 55-gallon blue steel drums storing used oil were observed with standing used oil on top of the drum lids <br /> (see photos IMG 0527, 0530-4, 0536). <br /> 2.A 55-gallon white poly drum storing used antifreeze was observed with standing used antifreeze on top of the <br /> drum lid (IMG 0528) <br /> 3. Two used paper oil filters were found inside an open yellow funnel on top of the used antifreeze poly drum (IMG <br /> 0528-9). <br /> 4.A used paper oil filter was found inside an open yellow funnel on top of one of the used oil steel drums(IMG <br /> 0534, 0536). <br /> 5. The secondary containment for the three steel drums of used oil and the one poly drum of used antifreeze <br /> contained what appeared to standing used oil, and at least two used paper oil filters(IMG 0535, 0537). <br /> 6. Wet oily spillage/staining was observed on a counter containing various tools and container of gear oil and <br /> transfer case fluid and next to the used oil and used antifreeze storage area(IMG 0545). <br /> 7. Metal brake lathe shavings were found on a counter next to the facility's brake lathe(IMG 0546-7). <br /> 8. Used absorbent was observed on the ground near the middle of the facility(IMG 0548). <br /> 9. Oil spills were observed on the ground throughout the facility(IMG 0549-52). <br /> 10. Rainbow-colored sheen was observed on the ground next to vehicle engines and customer vehicles in front of <br /> the facility(IMG 0557-62). <br /> 11. Used absorbent was observed on the ground around the vehicle engines in front of the business(IMG 0560). <br /> 12.A sheen was also observed in the street gutter in front of the facility,which appeared to be carried from the <br /> facility property to the street by the recent rain water(IMG 0563-66). <br /> -The following open hazardous waste storage containers were observed on-site: <br /> 1. Two 55-gallon blue steel drums storing used oil, located on the east side of the facility,which did not have their <br /> bung holes closed (see photos IMG 0527, 0530-2). <br /> 2.A 55-gallon white poly drum storing used antifreeze, located on the east side of the facility,which did not its bung <br /> hole closed (IMG 0528). <br /> 3. Two used paper oil filters were found inside an open yellow funnel on top of the used antifreeze poly drum (IMG <br /> 0528-9). <br /> 4.A used paper oil filter was found inside an open yellow funnel on top of one of the used oil steel drums(IMG <br /> 0534, 0536). <br /> 5.A 55-gallon black steel drum storing paper and metal oil filters, labeled as Drained Used Oil Filters And Fuel <br /> Filters, located on the east side of the facility(IMG 0538-41). <br /> 6.A white 5-gallon bucket storing used oil, located on the west side of the facility(IMG 0552-3). <br /> 7.A red oil caddy was observed with its open funnel containing used oil, located on the west side of the facility(IMG <br /> 0554-5). <br /> 8.A white 5-gallon bucket storing used absorbent, located on the south side of the facility(IMG 0556). <br /> -The following hazardous waste containers were observed on-site with incomplete labeling: <br /> 1. Three 55-gallon blue steel drums storing used oil (see photos IMG 0527, 0530-1, 0534). <br /> 2.A 55-gallon white poly drum storing used antifreeze(IMG 0528). <br /> 3. Two used paper oil filters were found inside an open yellow funnel on top of the used antifreeze poly drum (IMG <br /> 0528-9). <br /> 4.A used paper oil filter was found inside an open yellow funnel on top of one of the used oil steel drums(IMG <br /> 0534, 0536). <br /> 5.A 55-gallon black steel drum storing paper and metal oil filters, labeled as Drained Used Oil Filters And Fuel <br /> Filters(IMG 0538-41). <br /> 6.A white 5-gallon bucket storing used oil (IMG 0552-3). <br /> 7.A red oil caddy was observed with its open funnel containing used oil (IMG 0554-5). <br /> 8.A white 5-gallon bucket storing used absorbent(IMG 0556). <br /> Page 3 of 11 <br />
