The following is an itemized list of hazardous waste violations that have not been addressed for ULLOAS TOW &AUTO REPAIR as of January 21, 2021. Open violations from January 16, 2020 inspection -The following used metal oil filters were observed on-site out of compliance with the storage rules: 1.A 55-gallon black steel drum, labeled as"Drained Used Oil Filters"and with a pick up date of 1/29/19,was observed open, storing used metal and paper oil filters, and marked with an illegible accumulation start date(IMG 0538-41). 2.At least five used metal oil filters were observed inside the open secondary containment for the three steel drums of used oil and the one poly drum of used antifreeze, and were missing the words"drained used oil filters"and the accumulation start date(IMG 0535, 0537). REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and emergencies. CORRECTIVE ACTION: Immediately train the employees. Provide proof of training and training materials within 30 days to the San Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include hazardous waste. ❑ This violation was corrected ❑This violation will be corrected by(date): ❑ Supporting documents included Describe actions taken or will be taken to correct violation: Violation#113-Failed to keep copies of consolidated manifesting receipts for three years. OBSERVATION: Copies of consolidated manifest receipts from 1/16/2017 through 1/16/2020 for hazardous wastes including used oil and used antifreeze were not found on site during the inspection REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from 1/16/2017 through 1/16/2020 and maintain consolidated manifest receipts for at least the last three years on site. Provide a copy of the consolidated manifest receipts from 1/16/2017 through 1/16/2020 and a corrective action statement to the San Joaquin County Environmental Health Department. ❑ This violation was corrected ❑This violation will be corrected by(date): ❑ Supporting documents included Describe actions taken or will be taken to correct violation: Page 4 of 11
