The following is an itemized list of hazardous waste violations that have not been <br /> addressed for ULLOAS TOW &AUTO REPAIR as of January 21, 2021. <br /> Open violations from January 16, 2020 inspection <br /> -The following used metal oil filters were observed on-site out of compliance with the storage rules: <br /> 1.A 55-gallon black steel drum, labeled as"Drained Used Oil Filters"and with a pick up date of 1/29/19,was <br /> observed open, storing used metal and paper oil filters, and marked with an illegible accumulation start date(IMG <br /> 0538-41). <br /> 2.At least five used metal oil filters were observed inside the open secondary containment for the three steel drums <br /> of used oil and the one poly drum of used antifreeze, and were missing the words"drained used oil filters"and the <br /> accumulation start date(IMG 0535, 0537). <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees. Provide proof of training and training materials within <br /> 30 days to the San Joaquin County Environmental Health Department(EHD)for employees whose responsibilities <br /> include hazardous waste. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#113-Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: Copies of consolidated manifest receipts from 1/16/2017 through 1/16/2020 for hazardous wastes <br /> including used oil and used antifreeze were not found on site during the inspection <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from 1/16/2017 through <br /> 1/16/2020 and maintain consolidated manifest receipts for at least the last three years on site. Provide a copy of the <br /> consolidated manifest receipts from 1/16/2017 through 1/16/2020 and a corrective action statement to the San <br /> Joaquin County Environmental Health Department. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 4 of 11 <br />
