DEPUTY DIRECTOR <br />Board of Supervisors <br />Courthouse - Room 701 <br />Stockton, California 95202 <br />ENVIRONMENTAL <br />PERNIT/SFRO <br />N <br />VAWjcsri - <br />ers-rtha hl% ve- aN y <br />tMPl.IG_A?10Ns r -=o?- <br />®uR--lam-p,�t.�rx3nr-r ? <br />RESOLUTION PROVIDING FOR THE ESTABLISHMENT OF ADDITIONAL <br />STIPULATIONS FOR THE SOLID WASTE CLOSURE ENTERPRISE FUND, <br />AND FOR THE ADDITION O.F THE CORRAL HOLLOW SANITARY <br />LANDFILL SUB -BUDGET UNIT TO THE SOLID WASTE <br />CLOSURE ENTERPRISE FUND <br />tALL S VISORIA— L DISTRICTS)' <br />Dear Board Members: <br />IT IS RECOMMENDED. <br />That the Board of Supervisors adopt the Resolution titled <br />"RESOLUTION PROVIDING FOR THE ESTABLISHMENT OF ADDITIONAL <br />STIPULATIONS FOR THE SOLID WASTE CLOSURE ENTERPRISE FUND, AND FOR <br />THE ADDITION OF THE CORRAL HOLLOW SANITARY LANDFILL SUB -BUDGET <br />UNIT TO THE SOLID WASTE CLOSURE ENTERPRISE FUND." <br />REASONS FOR RECOMMENDATION: <br />The Board of Supervisors, on December 6, 1988, adopted Resolution <br />R-88-1323, which created the County's Solid Waste Closure <br />Enterprise Fund (SWCEF) for the Turney Lane and Foothill Sanitary <br />Landfills. By doing so, the County of San Joaquin complied with <br />the requirements of Assembly Bill 2448. Assembly Bill 2448 <br />mandated, in part, that by January 1, 1989, landfill operators to <br />establish a financial mechanism to ensure adequate financial <br />resources for closure and postclosure maintenance activities for <br />landfills in California. <br />Subsequently, on August 22, 1989, the Board of Supervisors adopted <br />Resolution R-89-695, which reaffirmed the creation of the SWCEF, <br />placed additional stipulations on the SWCEF and added the North <br />County Sanitary Landfill sub -budget unit to the SWCEF_ <br />The California Integrated Waste Management Board (CIWMB) now <br />requests that the Board of Supervisors place additional <br />stipulations on the SWCEF.
