Lower Sacramento Road <br /> Lodi, California 95242 <br /> REVIEW OF LETTER REPORT FOR GROUNDWATER SAMPLING, DRAINAGE <br /> OBSERVATIONS, AND WELL SEARCH FOR 920 W, FREWERT ROAD, LATHROP, SAN <br /> JOAQUIN COUNTY <br /> Central Valley Regional Water Board staff has reviewed the Letter Report for Groundwater <br /> Sampling, Drainage Observations, and Well Search for 920 W. Frewert Road:(Sanchez <br /> Property). The work was conducted for Valley Organics, Inc. (Valley Organics), which is <br /> planning to construct a green waste composting facility on the Sanchez Property. Preliminary <br /> data provided to Regional Water Board staff indicated groundwater in the vicinity of the site <br /> contained elevated inorganic constituents above the water quality objectives referenced in the <br /> Regional Water Board's Basin Plan. Staff requested site-specific, pre-project baseline data <br /> that could be compared to the preliminary data provided by Valley Organics. <br /> In a letter dated 15 November 2007, staff requested Valley Organics prepare a work plan that <br /> included conducting a well search within a Y2-mile radius of the property; providing an <br /> inventory of surrounding land uses that should include the nearest surface water bodies and <br /> surface discharge ponds associated with adjacent agricultural operations; and performing a <br /> limited groundwater investigation. Valley Organics submitted the requested work plan dated <br /> 3 December 2007 and subsequent addendum to the work plan dated 20 December 2007. <br /> The results of the investigation were submitted in the Letter Report dated 8 February 2008. <br /> The well search indicates there are 15 domestic wells and one irrigation well within the Y2-mile <br /> search area. One domestic and one irrigation supply well were identified on the Sanchez <br /> property. Figure 3 of the Letter Report presents the well search information including surface <br /> impoundments or reservoirs as requested. <br /> Three groundwater samples were collected using a Geoprobe type direct push drill rig. The <br /> Letter Report indicates groundwater grab samples were collected from first encountered <br /> groundwater but depth to groundwater and depth of sample collection were not reported. <br /> Nevertheless, based upon the results presented, it appears the underlying groundwater <br /> beneath the Sanchez property appears to be of a quality similar to that presented in the <br /> preliminary data discussed above. The underlying groundwater is characterized by elevated <br /> total dissolved solids (TDS), electrical conductivity, general minerals, nitrate, and some metals <br /> concentrations above the Basin Plan objectives. In particular we note that barium exceeded <br /> the California Primary Maximum Contaminant Level (Primary MCL) of 1,000 milligrams per <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
