Frewert Road <br /> Lathrop, California 95330 <br /> REPORT OF WASTE DISCHARGE ADDITIONAL QUESTIONS FOR VALLEY ORGANICS, <br /> INC., LATHROP, SAN JOAQUIN COUNTY <br /> In our 25 April 2007 letter to you, the Regional Water Quality Control Board (Regional Water <br /> Board) staff neglected to include the Additional Questions required to complete the Report of <br /> Waste Discharge (RWD) and Form 200. RWD is comprised of the Form 200 <br /> Application/Report of Waste Discharge General Information, a filing fee, and answers to the <br /> Additional Questions. The RWD, at a minimum, shall address the Additional Questions below; <br /> it shall also include any additional information required to explain the site-specific processes. <br /> Answers to the Additional Questions shall be in the form of a technical report prepared by a <br /> California Registered Engineer. Table 1 provides the minimum leachate sampling <br /> requirements of an operating compost facility. <br /> Additional Questions: <br /> 1. What type of green waste will be processed? <br /> 2. Will the operation incorporate fly ash or sewage sludge now or in the future? <br /> 3. Will the operation incorporate food processor waste or manure now or in the future? <br /> 4. How much water will flow into the retention pond monthly and annually? <br /> 5. Will the constituent concentrations increase in the retention pond over time due <br /> evaporation and seasonal concentration? <br /> 6. Is the site within the 100-year flood zone? <br /> 7. Are the retention ponds and washbasins sized to contain 100-year, 24-hour <br /> precipitation events? Provide data to show that they are sized correctly. <br /> 8. Has a water balance calculation for the site been prepared? If yes, please provide. <br /> 9. What is the regional depth to groundwater and depth to first groundwater beneath the <br /> site? <br /> 10.What are the unsaturated and saturated soil types, permeabilities, and hydraulic <br /> conductivities? Please document how you obtained these values. <br /> 11.What is the underlying groundwater quality upgradient and downgradient of the <br /> proposed facility? <br /> 12.Have the nearest surface water bodies been identified? <br /> 13.Are there any water supply wells in the area and what are their proximity to the <br /> operation? <br /> 14.Will the operation utilize a low-permeable operations pad?
