Staff recommended in the 25 April 2007 <br /> letter that a minimum of three groundwater monitoring wells be installed to monitor <br /> groundwater quality beneath the site. One groundwater monitoring well shall be installed <br /> upgradient of the composting facility and two wells installed downgradient of the facility. <br /> Groundwater monitoring wells shall be installed in accordance with the Requirements for <br /> Monitoring Well Installation Work plan attached to the 25 April 2007 letter, and San Joaquin <br /> County Environmental Health Services guidelines. The wells shall be installed four to six <br /> months before composting operations and the generation of leachate begins. This will allow a <br /> minimum of two quarterly sampling events to determine pre-discharge underlying groundwater <br /> quality.
