reflect new conditions on the site. <br /> Composting of organic material does not increase greenhouse gas emissions; it is demonstrated <br /> to reduce these emissions. The reduction is accomplished by diverting green and food material <br /> from landfills, and adding organic material to the soil by the sale of organic compost thus <br /> increasing water holding capacity and carbon sequestration of the soil. <br /> 5.a. Noise <br /> This project will be conditioned to;meet the noise requirements of Development Title Section 9- <br /> 1025.9. No new structures or machinery are proposed for this project. The project will use the <br /> existing grinder, but it will be relocated toward the center of the property. Projects that meet the <br /> requirements of Development Title Section 9-1025.9 have noise impacts that are less than <br /> significant. <br /> 7.a. Hazards <br /> This project is the addition of urban green waste to the existing agricultural waste material stream <br /> for creating organic compost. A referral was sent to the Lathrop-Manteca Fire Department for <br /> comments regarding fire code requirements, including setbacks, fire lanes, and static water <br /> pressure. This project must meet all applicable fire code requirements and any other fire related <br /> requirements deemed necessary to ensure a safe operation. With the conditions of approval, the <br /> impact from fire hazard will be less than significant. <br /> 8.a. Public Utilities <br /> Approved projects in the AL-40 zone may use private septic systems, individual wells, and on-site <br /> storm drainage. Connection to public sewer, water, or drainage systems is not required. No public <br /> systems are proposed or recommended. The applicants will use the existing septic system, well, <br /> and on-site drainage. Any changes will require a permit from the Environmental Health <br /> Department and/or the Department of Public Works. <br /> 9.a. Transportation <br /> A maximum of five hundred tons of agricultural waste and urban green waste will be delivered to <br /> the site per day, with a yearly maximum of 182,500 tons. The arrival and departure times of the <br /> trucks will be controlled by the applicant so that the traffic is spread evenly throughout the day. <br /> The project was referred to the Department of Public Works on January 27, 2012. No traffic study <br /> is required. A traffic impact mitigation fee will be collected by the Department of Public Works that <br /> will reduce the traffic impact to a less than significant level. <br /> 9.d. Transportation <br /> The project will notify the FAA of the facility location just within five mile radius of the Stockton <br /> Metropolitan Airport. In addition, all commingled green and food material will be covered by <br /> green material immediately when it arrives at the site, and incorporated into the composting <br /> process within 36 hours. <br /> 10.Cultural Resources <br /> The project is proposed for the same 20 acres evaluated through the original Negative <br /> Declaration, Conditions of Approval and Use Permit for this site. <br /> Initial Study _ 10- Rev 5-00 <br /> 71185450.1 0078479-00001 <br />
