12. Aesthetics <br /> The project is proposed for the same 20 acres evaluated through the original Negative <br /> Declaration, Conditions of Approval and Use Permit for this site. <br /> 13.a. Growth Inducing <br /> The existing composting operation will add urban green waste as an additional input. The project <br /> will cover-up to 20 acres of the 31.4 acre parcel. The project will employ up to ten people; it is not <br /> expected to generate a large number of jobs or attract people from outside the area. Therefore, <br /> the impact upon growth will be less than significant. <br /> 13.b. Land Use <br /> A composting operation that includes urban green waste may be conditionally permitted in the <br /> AG-40 zone with an approved Use Permit application. The surrounding land uses are agricultural <br /> uses. There are seven residences within the 1400 foot notification radius. There are no applicable <br /> San Joaquin County Master Plans, Specific Plans, or Special Purpose Plans. <br /> Both San Joaquin County and the City of Lathrop have a right-to-farm ordinance. The purpose of <br /> the ordinances is to minimize the potential for urban-agricultural conflicts along the margin <br /> between urban and agricultural lands. <br /> Because a composting operation is an agricultural use in an agricultural zone; the area is <br /> surrounded by agricultural uses; the City of Lathrop city limits is more than one thousand feet to <br /> the south; and there are no conflicting specific projects proposed to the City of Lathrop or San <br /> Joaquin County in the vicinity; the land use impact for this project is less than significant. <br /> 16. b. Mandatory Findings of Significance <br /> The project is proposed for the same 20 acres evaluated through the original Negative <br /> Declaration, Conditions of Approval and Use Permit for this site, Site Approval Application No. PA- <br /> 0500726 (approved 10/29/2006) and accompanying documents. The current project meets all <br /> terms and conditions in the mitigated negative declaration. The proposed facility does not expand <br /> the land area of the composting operations previously approved. In addition, the composting <br /> process is demonstrated to reduce greenhouse gas emissions. The baseline for this Project is <br /> the existing facility and the only potential impacts would be those due to the incremental changes. <br /> These minor changes, with mitigation are less than significant. <br /> Initial Study - 11 - Rev 5-00 <br /> 71185450.1 0078479-00001 <br />
