The Operator will assess the complaint and the nature of the source of the odor complaint and <br />will make a recommendation to the owner within 24 hours of receiving the complaint or 48 <br />hours should the citizen complaint be received weekends or holidays. <br />5. The Operator will implement one or more of the management practices described in Table 1 <br />or Table 2. <br />6. The Operator will contact the complainant within a reasonable time frame to assess the original <br />problem and result after each compliant. <br />7. Results and actions will be documented in the Site Operations Log, which serves as the <br />Facility's permanent record. <br />If a written complaint is received, Harvest will notify the LEA by phone, of Harvest's response to <br />the complaint within 24 hours. If an odor complaint or other operational circumstance requires <br />implementation of OIMP procedures, the LEA will be contacted, by phone, within 24 hours. <br />DESIGN CONSIDERATIONS FOR MINIMIZING ODORS <br />(4) a description of design considerations and/or projected ranges of optimal operation to be <br />employed in minimizing odor, including method and degree of aeration, moisture content <br />of materials, feedstock characteristics, airborne emission production, process water <br />distribution, pad and site drainage and permeability, equipment reliability, personnel <br />training, weather event impacts, utility service interruptions, and site specific concerns; <br />and <br />The most significant design consideration was the siting of the facility in a predominantly rural <br />area, far from most sensitive receptors. <br />Method and Degree of Aeration. Harvest -Lathrop uses a turned windrow method of composting, <br />relying on front-end loaders to reform the windrows and rebuild porosity, allowing for natural <br />convection. <br />Moisture Content. Harvest -Lathrop strives to maintain its windrows between 40 and 60 percent <br />moisture. Water is added regularly both with a water truck to achieve this ideal. The addition of <br />food scraps containing feedstocks also adds significant moisture to the windrows. <br />Feedstock Characteristics. The primary feedstock at Harvest -Lathrop is green material. In <br />general this feedstock, when managed properly, has a low potential for odor. Harvest also accepts <br />and processes food scraps.
