INITIAL STUDY (ATTACHMENT A) <br /> PA-1600212 <br /> Sanchez/Harvest Power(c/o Baumbach & Piazza) <br /> PROJECT DESCRIPTION: A Use Permit application for the expansion of an existing <br /> composting facility that processes urban green waste, wood, and agricultural residue to <br /> include the composting of commercial food and dilgestate. The prosect includes an increase <br /> in the processed tonnage from 156,000 tons per year to 182,000 tons per year and an increase <br /> in the protect area from 20 acres to 40 acres. The proiect also includes the construction of a <br /> second truck scale near the egress driveway for trucks. The existing truck scale, silo, shed, <br /> office, and scale house will remain on-site. No now structures are proposed. (Use Type: Major <br /> Impact Services). The property has General Plan designations of General Agriculture (A/G), <br /> and a zoning of General Agriculture with a 40-acre minimum (AG-40). There was a Previously <br /> approved Mitigation Monitoring Plan (Attachment B) for the existing facility. The proposed <br /> project will be subject to the Mitigation Monitoring Plan, and all previous conditions of Use <br /> Permit application No. PA-1200011 will still apply. The parcel is located on the south side of <br /> W. Frewert Road, 6,600 feet west of Manthey Road, north of Lathrop. <br /> Environmental Issues <br /> 1. Water <br /> 1. a. The project site is located in the Flood Zone X Protected By Levees flood designation and <br /> may contain potential wetlands. The project has been referred to the Army Corps of Engineers <br /> {ACOS) and the Department of Public Works (PW). If approved, any new development will have to <br /> comply with Development Title Section 9-1605 regarding flood hazards and shall comply with any <br /> regulations from the ACOE regarding wetlands. In addition, the project has been referred to the <br /> Central Valley Regional Water Quality Control Board (CVRWQCB), the Environmental Health <br /> Department(EHD), and the San Joaquin County Mosquito and Vector Control District for review. <br /> This project shall be required to comply with the CVRWQCB, EHD, and San Joaquin County <br /> Mosquito and Vector Control District regulations regarding groundwater and surface water to ensure <br /> that there is no impact from the project. Development Title Section 9-1135 also requires that <br /> stormwater created by the project shall be retained on-site and not flow onto neighboring properties. <br /> 2. Earth <br /> 2.c. The Soil Survey of San Joaquin County classifies the soil on the parcel as Bisgani loamy <br /> coarse sand, partially drained, 0 to 2 percent slopes and Grangeville clay loam, partially drained, <br /> 0 to 2 percent slopes. <br /> Bisgani loamy coarse sand's permeability is rapic and available water capacity is low. This unit is <br /> suited to irrigated row and field crops. Bisgani loamy coarse sand has a storie index rating of 30 <br /> and a land capability of lVw if nonirrigated and lllw if irrigated. <br /> Grangeville clay loam's permeability is moderately rapid and available water capacity is moderate. <br /> This unit is suited to irrigated row and field crops. Grangeville clay loam has an average storie <br /> index rating of 65 and a land capability of lVw if nonirrigated and 11w if irrigated. <br /> This project site will encompass a 40-acre parcel,which currently has an existing 20-acre <br /> composting facility for processing urban green waste, wood and agricultural residue with four(4) <br /> accessory buildings and one (1)truck scale. The surrounding land uses are primarily agricultural <br /> with scattered residences, and the Zoning and General Plan for the project site will continue to <br /> Initial Study -7- Rev 5-00 <br />
