The conditions required a 14-foot tall <br /> barrier to be constructed to the east and mouth side of the chip and grind area, and that the barrier <br /> must be of solid and durable material without any air gaps. The barrier also was required to break <br /> line of site from the chip and grind area to the nearest residential receptors to the east. These <br /> conditions were included inthe approval mfFA-120OO11 and the barrier was constructed as apart{f .� <br /> the site improvements. The current expansion project iMcludemodddUona|vxindnzvxs. enetentionpond. ` <br /> and a truck scale, but does not include an expansion to the chip and grind area. Hazards <br /> ` <br /> ' <br /> 7. o. & c The current composting facility has had fires in the past, and two <br /> opposition letters in response to the application referral for the proposed expansion project citing <br /> concerns regarding fina hazards. The Lathrop-Manteca Fire F'n}teoboM District sent a letter dated <br /> October 21, 2016 with recommended conditions. The recommended conditions include o | <br /> | <br /> requirement to update the site plan for emergency response u|anning, and to submit a Fire Sofob/ <br /> Plan with updated procedures for nnonituhnQ, oontro||ing, and extinguishing spot fires. As a <br /> condition of approvm|, final approval of the project is subject to field inspections. With the Lathrop- <br /> Manteca Fire Protection District's recommended conditions of approval, fire hazards from the <br /> proposed expansion project mneenpaotedtohmxe aless than significant impact. <br /> 8. Utilities and Public Service <br /> 8. a. The project will nmt be required to be served by public services. Water will be provided by on <br /> on-site well. Sewer services will be through a septic system. Storm water drainage will be retained . <br /> on-site. The Environmental Health Department and the Department of Public Works will determine ' <br /> the feasibility ofthe$emVste0$. <br /> 9. Transportation/Circulation <br /> | <br /> |� <br /> 9. a. This project is for the expansion of an existing composting facility that processes urban green <br /> wasto, wood, and aghcubura| residue to include the composting of commercial food and digestate. <br /> The project includes an increase in the processed tonnage from 156,000 tons per year to 182.000 <br /> tons per year and an increase in the project area from 20 acres to 40 monmm. The site is located on � <br /> the south side of W. Frewert Road, 6,600 feet west of Manthey Road, north of Lathrop. The facility <br /> will employ fifteen /15\ onnp|oyaaa, and will be open daily. Fnaxvmrt Road has an existing right-of- <br /> way width of 40 feet and a planned right-of-way width of 50 feet. The Department of Public Works <br /> ght-of-vvmyvxidthof4Ofaetandap|oOnedhght-o7+mayvvidthof5Ofm*t. TheOepmrtnnontofPub|io\8/orhn <br /> is requiring an Irrevocable Offer to []adiomha Road to result in m 25 foot wide riQht-of-wayfrom the <br /> | <br /> centerline ofFrevvart Road hothe property line across the parcel's frontage. The Department of <br /> Public Works states that the proposed project xVOU|d have a |eoa than significant impact on traffic <br /> on the local streets bonouoo the expansion of the existing development project in not expected to <br /> incnoomo traffic in axooao of fifty (60) vehicles during an hour. Therefone, the project will have a <br /> less than significant impact mntraffic volumes on the local mtnaato. <br /> 9. d. The project site falls within the comprehensive Airport Land Use Plan boundaries for the <br /> Stockton Metropolitan Airport and is located in the Zone 8 (AIA) zone. The nearest runway of the <br /> Stockton Metropolitan Airport is located approximately 4.75 miles northwest of the projectoite. <br /> Referrals have been sent tothe Stockton Metropolitan Airport and the Stockton Metropolitan <br /> ! <br /> Airport Land Use Commission for review, and the project applicant shall abide hvthe applicable . <br /> Initial Study -�- Rev 5-00 ' <br /> ' <br />
