SAN J 0 A Q I I I Irl Environmental Health Department <br /> CCUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Gemco Ripon Truck Plaza Inc. 1022 E FRONTAGE RD, RIPON June 29, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 321 HSC 25299(a)(9)Leak detection equipment disabled or tampered with. <br /> OBSERVATION: The 87 and 91 underground storage tanks systems(UST)at this facility are not in use.According <br /> to the technician, Jason Shaw,the monitoring panel was disconnected and removed approximately a month ago. <br /> The system is not currently being monitored for leaks. <br /> REGULATION GUIDANCE:An operator of an underground storage tank system shall not allow tampering with or <br /> otherwise disabling automatic leak detection devices or alarms. <br /> CORRECTIVE ACTION: Immediately take all necessary actions to bring these UST systems into compliance. <br /> Immediately restore all monitoring to this system,or remove all fuel from the USTs within 48 hours and immediately <br /> comply with closure requirements. <br /> This is a Class I violation. <br /> 2010 HSC 25298. Illegal abandonment of an underground storage tank system. <br /> OBSERVATION: The 87 and 91 underground storage tank systems at this facility are not in use.According to the <br /> technician,Jason Shaw, the monitoring panel was disconnected and removed approximately a month ago.The <br /> system is not currently being monitored for leaks. <br /> REGULATION GUIDANCE: Underground storage tanks(USTs)are considered abandoned when the UST is out of <br /> service and the operating permit requirements are not being implemented, but he UST has not been properly <br /> closed, removed, or decommissioned. No person shall abandon an underground tank system or close or <br /> temporarily cease operating an underground tank system, except as provided in section 25298(c). An underground <br /> tank system that is temporarily taken out of service, but which the owner or operator intends to return to use, shall <br /> continue to be subject to all the permit, inspection, and monitoring requirements and all applicable regulations for <br /> the period of time the underground tank system is not in use. <br /> CORRECTIVE ACTION: Immediately take all necessary actions to bring these UST systems into compliance. <br /> Immediately restore all monitoring to this system,or remove all fuel from the USTs within 48 hours and immediately <br /> comply with closure requirements. <br /> This is a Class I violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork. <br /> Note: All EHD staff time associated with failing to comply, including the issuance of this report, may be billed at <br /> the current hourly rate ($152).
