x Environmental Health Department <br /> SANJUII <br /> 6A� —COUNTY <br /> `c v Greatrxess grows here, <br /> Aboveground Petroleum Storage Act Compliance Review Report <br /> Facility Name and Address: Shell Oil Products US-Stockton Terminal, 3515 Navy Dr, STOCKTON 95203 <br /> #705 CFR 112.8(c)(1) Container not compatible with oil stored and/or storage conditions <br /> OBSERVATIONS:Facility shall not use a container for the storage of oil unless its material and construction are compatible <br /> with the material stored and conditions of storage such as pressure and temperature. Each container shall be designed and <br /> updated in accordance with good engineering practices to avoid discharges. Several recommendations were listed in the <br /> reviewed API-653 reports for the following tanks ST-12 (dated 4/14 through 4/15, 2010), ST-13(dated 5/8/2002), ST-14(dated <br /> 6/30 through 7/2/2010), ST-16 (dated 5/16/2011), and ST-20(dated 6/10 through 6/13/2019). No indication that these repairs <br /> were made was provided to the EHD; per Mr. Bronson,these tanks are currently in operation. <br /> The following is a list of recommended repairs included in the reviewed API-653 reports: <br /> 1) Tank ST-12: Inspection report dated April 14-15, 2010 <br /> a. Due to API 653 para. 9.10.1.6 the amount and size of pitting in the critical zone of plates 3&5 will require them to be <br /> replaced. Plates 2,4&6 will need at least parcel plate replacement due to the amount and location of pitting in the critical <br /> zone and the heavy scattered pitting on these plates.The .080 pits in plate land all of the pits in plate 7 will need to be <br /> repaired for the floor to make a 5year run. <br /> b. Note all of the pits in plate 1 will need to be repaired to make a 10 or 20 year run. <br /> c. All of the pits in plate 4 not removed by the parcel plate replacement will need to be repaired for a 5 year run. <br /> d. All pitted lap welds and the corner weld will need to be ground down to sound metal and re-welded. See drawing for <br /> locations. <br /> e. Replace with new the angle iron for the guide wire hold downs and the center column restraining clips and the support for <br /> the water draw piping due to their thinning from corrosion. <br /> f. Service and calibrate vacuum vent breaker to prevent damage to the tank from over pressuring or too much vacuum. <br /> g. Prep and recoat the external fixed cone roof surfaces.The paint is failing and has areas that have flaked off and has <br /> exposed the carbon steel roof. <br /> 2) Tank ST-13: Inspection report dated May 8,2002 <br /> a. Drill and tap repad on Manway and air test per section E <br /> b. Replace the existing fixed roof manway cover with a new 4 inch welded nozzle(3 feet in length)and install a new lock <br /> down Varec style gauge hatch with a seal.The new manway cover shall be equipped with a new 304s/s cover bolts, "loose <br /> bolted"to allow for emergency venting per section H. <br /> c. Replace the 4-inch gate valve on the fill/suction line per section E. <br /> 3) Tank ST-14: Inspection report dated June 30, 2010 to July 2, 2010 REPORT <br /> a. The MFL floor scan reviled two soil side pits one on plate 12 that will need a 24"x 24" lap patch installed to make a 5,10 <br /> &20 year run and one on plate 10 that will need a 12"x 12" lap patch installed to make a 10 or 20 year run.There are 11 <br /> plates with product side heavily clustered pitting ranging from .040"to .100"that will have to be repaired see drawing and <br /> MFL data sheet for locations. <br /> 4) Tank ST-16: Inspection report dated MAY 16, 2011 <br /> a. Tank bottom repairs(page 6 of 61)"Patch plates should be fabricated and installed by lap welding. The areas to be <br /> repaired should be ground smooth and minimum 12-inch x 0.250-inch carbon steel patch plates should be installed over each <br /> area using approved weld procedures per API 653 guidelines.Vacuum Box(LT/BT)testing should be performed on the patch <br /> plate welds. Fiberglass should then be re-applied over these patch plates prior to returning the tank to service." <br /> 5) Tank ST-20: Inspection report dated JUNE 10- 13, 2019 <br /> 1. BOTTOM: <br /> a. ACTION CODE A: (20-year interval): Repair sixty-nine(69)areas of corrosion. <br /> b. ACTION CODE A: (10-year internal): Repair twenty(20)areas of corrosion. <br /> c. ACTION CODE A: Repair the areas of weeping of a reinforcing plate perimeter weld and a striker plate perimeter weld. <br /> NOZZLES AND APPURTENANCES: <br /> d. ACTION CODE B: Nozzles B, E, and P have weld spacing issues that should be <br /> e. addressed at the next repair interval.
