CalRecycle <br />Compostable Materials Handling Operation and Facility Inspection Report (93) <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION W OF THE PUBLIC RESOURCES CODE (PRC) AND TITLE 16 AND TITLE TI CALIFORNIA CODE OF REGULATIONS (CCR) <br />No Violations <br />or Areas of Concern <br />Regulations <br />X <br />17867(a)(5) - Unauthorized Access <br />Comments: No progress on the installation of the perimeter fence has been made since the quaterly inspection <br />on 6/28/11. <br />1. Currently there is chain link fencing along the east side and poles up on the south side. <br />2. The facility, as instructed on the last inspection report (12/15/11), has submitted, in writing, a timeline for <br />the completion of the installation of the permieter fence. <br />P. The perimter fencing must be completed no later than 7/1/12. <br />x <br />17867(a)(8) - Fire Prevention, Protection and Control <br />Comments: According to the temperature and turning records, the facility is taking one temperature reading of <br />the <br />feedstock. <br />1. The operator shall provide fire prevention, protection and control measures, including, but not limited to, <br />temperature monitoring of windrows and piles. <br />2. Due to the recent feedstock fires, multiple temperature measurements of all feedstock piles must be taken <br />daily. This must be reflected in the temperature and turning records. <br />x <br />117868.5(a) -Load Checking/ Sorting <br />Comments: A pile consisting mostly of wood material mixed with green material was observed on site. There <br />were several pieces of treated wood in the pile. The pile was approximately 10 ft (h) x 18 ft (w) x 22 ft (1). <br />1. The feedstock shall undergo load cheching to ensure that physical contaminants are no greater than 1.0 <br />percent of the total weight. Load checking shall include both visual observation of incoming waste loads <br />and load sorting to quantify percentage of contaminating materials. <br />2. According to the operator, the pile was recently dropped off and not yet screened. <br />3. From henceforth, all materials received must be immediately spread out. The material must then be <br />visually screened and sorted. All contaminants must be put into a proper disposal container. The <br />resulting feedstock can then be put into a pile. It is these piles that will be visually inspected by the <br />EHD for contaminants. <br />
