Facility was given an area of concern for not complying with permit terms <br />and conditions (PRC 44014(b)) for design capacity, and pile dimensions. Facility remained <br />unable to grind and place waste into windrows within 72 hours of receipt. A violation was cited <br />for T14 CCR, Section 17863, for failing to comply with Facility's RCSI in which Facility states <br />that waste entering the site will be ground and incorporated into windrows within 72 hours of <br />receipt (RCSI attached under Exhibit M). An area of concern was given for T14 CCR, Section <br />17867(a)(9), because a pile of overs on site had an internal temperature of 172 degrees <br />Fahrenheit (Inspection Report attached under Exhibit R). <br />WHEREAS, an inspection conducted by EHD on May 2, 2017, revealed that the amount <br />of material on site remained in excess of 100,000 cubic yards, and piles of material on site <br />exceeded 250 feet in length. It was also observed that facility is in violation of an additional <br />condition of the permit for stockpiling material on site for greater than 6 months. Facility was <br />given a violation for not complying with permit terms and conditions (PRC 44014(b)) for design <br />capacity, and pile dimensions. The Facility remained unable to grind and place waste into <br />windrows within 72 hours of receipt. A violation was cited for T14 CCR, Section 17863, for <br />failing to comply with the Facility's RCSI in which it states that waste entering the Facility will <br />be ground and incorporated into windrows within 72 hours of receipt (RCSI attached under <br />Exhibit M). An area of concern was given for T14 CCR, Section 17867(a)(3), due to generation <br />of dusty conditions on site from trucks and heavy equipment. An area of concern was given for <br />T14 CCR, Section 17867(a)(9), due to smoke emanating from a small section of finished <br />compost on site (Inspection Report attached under Exhibit S). <br />WHEREAS, changes in the design and operation of this Facility have occurred since the <br />issuance of SWFP No. 39 -AA -0051, on July 18, 2014. Changes include: <br />1. Storage of more than 100,000 cubic yards of material on site. <br />27 11 2.
