SAN J O A Q U I N Environmental Health Department <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SMART TECH DIESEL REPAIR 795 E ROTH RD, FRENCH CAMP October 15,2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> daily basis. <br /> CORRECTIVE ACTION: Have a qualified Professional Engineer prepare a tank assessment for the 300 gallon <br /> used oil tank. Provide a corrective action statement and supporting documentation to the San Joaquin County <br /> Environmental Health Department(EHD)within 30 days. Provide a copy of the tank assessment,when available. <br /> This is a Class I violation. <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br /> OBSERVATION: The facility has a hazardous waste tank but does not have three years of complete daily tank <br /> inspection records. According to the president,Amandeep Singh,the facility inspects the tank daily but does not <br /> document it. <br /> REGULATION GUIDANCE: <br /> (a)The owner or operator shall inspect,where present,at least once each operating day: <br /> (1)overfill/spill control equipment(e.g.,waste-feed cutoff systems,bypass systems,and drainage systems)to <br /> ensure that it is in good working order; <br /> (2)the aboveground portions of the tank system, if any,to detect corrosion or releases of waste; <br /> (3)data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature <br /> gauges, monitoring wells)to ensure that the tank system is being operated according to its design; <br /> (4)the construction materials and the area immediately surrounding the externally accessible portion of the tank <br /> system including secondary containment structures(e.g.,dikes)to detect erosion or signs of releases of hazardous <br /> waste(e.g.,wet spots,dead vegetation);and <br /> (5)for uncovered tanks,the level of waste in the tank,to ensure compliance with section 66265.194(b)(3). <br /> (c)The owner or operator shall document in the operating record of the facility an inspection of those items in <br /> subsection(a)of this section. <br /> CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br /> inspections.
