Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: COQXZNQTU Site Location: 800 E PESCADERO AVE <br /> Activity Summary <br /> Activity Date Recorded by <br /> 06/23/2020 1 PM: Called Brandon Espinoza with All Environmental, who stated he and his FLORIDO <br /> crew arrived on site about half an hour ago, and they are beginning to plug the <br /> drain in order to be able to suck out the diesel and water from the drain. Brandon <br /> said the absorbent at the outfall leading to the canal appears free of diesel. <br /> Brandon said he has not looked at the boom a quarter of a mile down stream, but <br /> stated he would go look at it and let me know if he observes diesel. Brandon <br /> guesses that they might not be done with the clean-up until around 6pm. <br /> Called and updated Elena Manzo. <br /> Called Brandon back and let him know that if the clean-up is not going to be done <br /> by around 3pm, our after-hour inspector, Jason Gaitan, will go out to verify the <br /> clean-up. I also let Brandon know not to remove the absorbent and boom from the <br /> outfall, nor from the canal, until the clean-up is complete. Brandon understood and <br /> said that he doesn't plan to remove the absorbent and boom until EHD verifies the <br /> clean-up is complete. I told Brandon I'd give him a call around 2:30pm for an <br /> update. <br /> Called and notified Tricia Taniguchi, Fish &Wildlife Warden, and let her know that <br /> the clean-up is scheduled to be completed today in case she is interested in going <br /> out to the site. Tricia said she isn't too concerned about it and was planning on just <br /> calling the individual on-site for an update. I told Tricia that EHD will give her an <br /> update once we are on-site today. <br /> 2:30 PM: Called Brandon who said the drain has been plugged, 12,000 gallons of <br /> water has been removed from the drain so far, and he thinks they are about half <br /> way done with the removal of the water before they can start power washing the <br /> drain. Brandon said the absorbent pads and boom have not been replaced <br /> because little to no diesel was observed on the absorbent pads/boom around the <br /> outfall pipe and no diesel was observed on the boom a quarter mile downstream. <br /> Brandon said he will not remove the absorbent pads and boom until EHD verifies <br /> the clean-up is complete. <br /> Brandon estimates the clean-up will be done around 6-7pm tonight. I told him <br /> Jason Gaitain, EHS after-hour inspector, will call him around 5pm to get an <br /> update, so Jason can go out to verify the clean-up. <br /> Emailed Jason, John, Elena, and Muni an update, and notified Jason to update <br /> Tricia with Fish &Wildlife on the clean-up once he arrives to the site. <br /> 06/23/2020 Called Brandon Espinoza,All Environmental Services, 209-648-8060.
