2.1 Zoning <br /> The San Joaquin County District Viewer (sjmap.org) states that the Site is zoned <br /> AL-10, Limited Agriculture with a minimum parcel size of 10 acres. This zoning <br /> designation "is intended to recognize and preserve areas that contain existing <br /> concentrations of small-scale agricultural operations and dwellings" (San Joaquin <br /> County Community Development Department). <br /> 2.2 Proposed Development <br /> A minor subdivision is proposed to separate the Site into four new parcels (Plate <br /> 3). Mr. Caton indicated that he has no plans to change the future use of the Site <br /> (personal communication, November 10, 2020). <br /> 2.3 Topography <br /> A recent U.S. Geological Survey 7.5-minute topographic map was obtained from <br /> the San Joaquin County District Viewer. In the map, the Site is depicted at <br /> approximately 115 to 120 feet above mean sea level. This map is included as <br /> Plate 4. <br /> 3.0 HISTORICAL RESEARCH <br /> 3.1 Aerial Photographs <br /> Live Oak reviewed aerial photographs of the Site provided by the San Joaquin <br /> County Surveyor's Office in Stockton, California. The available photographs <br /> were dated 1937, 1952, 1963, 1975, and 1983. Three additional photographs, <br /> dated October 1998, July 2010, and May 2018 were obtained from the San <br /> Joaquin County District Viewer. <br /> In the 1937 photo, the majority of the Site appears to be irrigated agricultural <br /> land; the western quarter does not appear to be irrigated. The adjoining <br /> properties appear to be irrigated agricultural land, orchard, and vineyard. <br /> In the 1952 photo, the entire Site appears to be irrigated. No other significant <br /> changes are apparent. <br /> In the 1963 photo, the Site and many surrounding properties appear to be used <br /> for growing rice. No other significant changes are apparent. <br /> In the 1975 photo, the Site and many surrounding properties appear to be <br /> irrigated agricultural land.
