ATTACHMENT B <br /> BOARD OF SUPERVISORS RESOLUTION R-18-24 <br /> BEFORE THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN JOAQUIN <br /> STATE OF CALIFORNIA <br /> RESOLUTION <br /> R-18-24 <br /> RESOLUTION ESTABLISHING COORDINATION POLICIES <br /> AND A CONSULTATION PROCESS FOR DEVELOPMENT <br /> OCCURING WITHIN THE CITY OF RIPON'S SPHERE OF INFLUENCE BETWEEN <br /> SAN JOAQUIN COUNTY AND THE CITY OF RIPON <br /> ------------- <br /> WHEREAS,California Government Code Section 56425 requires that prior to the City of <br /> Ripon(City)submitting an application to the San Joaquin County Local Agency Formation <br /> Commission(LAFCO)to update its Sphere of Influence(SOI) that representatives of the City <br /> meet with San Joaquin County(County)representatives to discuss proposed sphere boundaries <br /> and explore methods to reach agreement on development standards and planning and zoning <br /> requirements with in the SOI to ensure that development within the SOI occurs in a manner that <br /> promotes the logical and orderly development of areas within the SOI; <br /> WHEREAS,on January 5,2018,San Joaquin County met as required by California <br /> Government Code Section 56425 and discussed and agreed to the City of Ripon's SOI boundary <br /> as established by the City's General Plan Land Use Diagram adopted;and <br /> WHEREAS,the City of Ripon is not proposing any changes to the boundaries of the SOI <br /> as identified in Exhibit A;and <br /> WHEREAS,the City has coordinated with LAFCO to prepare the 2018 Municipal <br /> Services Review,which affirms the City's current SOI,updates the 10-and 20-year planning <br /> horizons,and demonstrates adequacy of services and governmental organization for existing and <br /> planned development,for adoption by LAFCO;and <br /> WHEREAS,the City and County representatives did not identify any incompatibilities <br /> between the City's planned uses and the County's adopted land use regulations;and <br /> WHEREAS,the City and County representatives agreed that the County's land use <br /> regulations,including the General Plan and Zoning Code,do not conflict with the City's <br /> proposed land uses in the SOI and that the SOI promotes logical and orderly development and <br /> the efficient delivery of public services;and <br /> WHEREAS,San Joaquin County Community Development Department and/or <br /> Department of Public Works shall give due consideration to said comments for development <br /> proposals occurring within the City of Ripon's SOI to the extent said comments are consistent <br /> with and implement San Joaquin County's General Plan,Master Plans,Specific Plans,and <br /> Development Title;and <br /> Resolution Template 01/2017 <br /> PA-2000214—Board of Supervisors Resolution R-18-24 1 <br />
