T880 E VICTOR RD, LODI September 28, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 306 HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). <br /> OBSERVATION: Liquid was observed in the diesel turbine pump sump. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: This violation was corrected on site. The operator removed approximately 45 gallons of <br /> liquid from the diesel turbine pump sump and placed the liquid into a 55 gallon drum labeled as hazardous waste. <br /> Ensure that all sumps and annular spaces are maintained free of liquid. <br /> This is a repeat violation, Class II. <br /> 308 CCR 2632(c), 2634(d), 2636(f) Failure of the leak detection equipment to have an audible and visual alarm. <br /> OBSERVATION: The diesel turbine pump sump sensor failed to activate an audible and visual alarm while fully <br /> submerged in liquid. Per technician, David Winkler,the diesel turbine pump sump was filled with approximately 50 <br /> gallons of liquid upon removing the sump lid. David stated that the sensor was fully submerged but the panel was <br /> not in alarm. <br /> REGULATION GUIDANCE:All monitoring equipment shall be maintained to activate an audible and visual alarm or <br /> stop the flow of product at the dispenser when it detects a leak. <br /> CORRECTIVE ACTION:After removing all liquid from the diesel turbine pump sump,the sensor was tested and <br /> passed. Per service technician David Winkler, he tapped the sensor multiple times before testing the sensor to <br /> trigger an audible and visual alarm. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 28, 2021 . <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
