Specifically,EHD's current findings and <br /> requirements in regards to the severe septic problems at CLTP,as well as viable options in resolving these <br /> issues, were covered in detail. This letter is to serve as a review of these topics and as an official <br /> notification of required compliance. <br /> At this juncture it is clearly evident that the septic systems at the CLTP facility are all operating in *iilure <br /> mode. These systems can no longer adequately service the number of people residing at CLTP. <br /> Furthermore, surfacing sewage continues to be a serious and chronic health problem for the residents of <br /> CLTP. Equally apparent is the fact that minor or temporary repairs,such as the installation of pits to the <br /> individual systems, are definitively not the long-term answer in rectifying the on-going septic problems at <br /> this facility. Now more than ever,with the current state of affairs as they are, it is the considered opinion <br /> of the EHD that an entirely new septic system designed by a licensed engineer will be required to <br /> adequately address and resolve the issues at hand. <br /> The EHD was gratified by the affirmation that you,along with incoming new ownership, fully understand <br /> the gravity of the situation and are amenable to the installation of a new septic system. The EHD was <br /> given to understand that the services of an engineering firm are being sought out and the purchase 6f <br /> additional property is being contemplated in order to provide the needed placement area for a new septic <br /> system. If this is the case,a land use application for a lot line adjustment will be in order. Additionally, <br /> with definitive documented confirmation of the installation of a new septic system,EHD may give <br /> consideration to temporary repairs(e.g.,one pit per system),on an interim basis only,to the current septic <br /> systems if it is determined that such repairs are deemed absolutely necessary. This would insure public <br /> health by maintaining sewage underground while allowing you sufficient time,as needed,to pursue such <br /> issues as the acquisition of additional properties. <br /> Based upon our investigative findings,the EHD is requiring the following: <br /> 1. That you,along with incoming new ownership,must enter into a contractual agreement for the <br /> installation of an entirely new septic system for CLIP and that an engineering firm be retained <br /> for this purpose. Further,you must submit a report on your efforts in this regard as well as a <br /> timetable for the completion of the planning and system installation phases for this project. This <br /> is to occur within ninety(90)days of receipt of this letter. <br />
