0 9 <br /> Mr. McCiellon f -2- July 5, 20000 <br /> Probe Depth CH4 (% volume) 02(%) <br /> Number <br /> 6 Shallow 0.8 16.6 <br /> 6 Intermediate 9.7 13.6 <br /> 6 Deep 29.0 13.9 <br /> The site has been and continues to be in violation of Title 27 of the California Code of Regulations(27 <br /> CCR), §20919.5,Explosive Gas Control which states that"the owners and operators of all landfills <br /> must ensure that the concentration of methane gas does not exceed the Lower Explosive Limit(5%by <br /> volume) for methane at the facility boundary". Furthermore, it states that if methane gas levels <br /> exceeding the 5% limit are detected, the owner or operator must: <br /> ➢ Immediately take all necessary steps to ensure protection of human health and notify the LEA; <br /> ➢ Within seven(7) days of detection,place in the operating record, the methane gas levels detected <br /> and a description of the steps taken to protect human health; and <br /> ➢ Within 60 days of detection, implement a remediation plan for the methane gas releases,place a <br /> copy of the plan in the operating record, and notify the EA that the plan has been implemented. <br /> Based on a preliminary field measurement, the spacing between monitoring wells#1 and#7 was <br /> approximately 1,300 feet and therefore not in compliance with 27 CCR, §20925(b)(1)which states that <br /> "the lateral spacing between adjacent monitoring wells shall not exceed 1,000 feet,unless it can be <br /> established to the satisfaction of the EA, in 27 CCR §20923(a)(2). We recommend that the operator <br /> install another multi-depth probe between these two probes or to provide documentation that the existing <br /> probes satisfy 27 CCR, §20923(a)(2). <br /> We appreciate your assistance during our site visit and look forward to working with you and the <br /> operator to remediate the existing gas problems and any other issues at this site.
