i
Corrective Action Financial Assurance Estimate rrl EE-DD
Corral Hollow Sanitary Landfill
San Joaquin County AU
August 9, 2006
ENV{R0NII'vIcNT NE.ALTH
PeRjj1T/S4_R"1CES
1. INTRODUCTION
1.1 Purpose
Corrective action financial assurance for a "reasonably foreseeable release" from a
landfill is required under Sections 20380(b) and 22220-22222 of Title 27, California
Code of Regulations. In order to satisfy this corrective action financial assurance
requirement, the Discharger must estimate the cost of the corrective action taken to
mitigate a "reasonably foreseeable release". This report documents the rationale,
assumptions and results used in preparing the estimate. The approach used in developing
the estimate is summarized below.
1. Assess the physical layout, geology, containment systems, environmental
monitoring systems, and history of impacts to either groundwater or surface
water.
2. Develop a hypothetical release scenario based on the data collection in Item 1.
3. Developed a hypothetical corrective action response to mitigate the impacts
envisioned under the hypothetical release scenario. The extent and complexity of
the corrective action response is proportional to the environment threat of the
release and is consistent with the types and magnitude of corrective action
commonly mandated by the Regional Water Quality Board at the time this
document was prepared.
4. Costs are estimated for implementation of the corrective action based on the
premise that the corrective action response will be designed and constructed by a
third party. Costs presented in the estimate are typical for engineering and
construction services rendered in the Northern Central Valley in 2006.
1.2 Description Site
The Corral Hollow Sanitary Landfill located at 31130 South Corral Hollow Road and is
owned by San Joaquin County. The landfill is located on a 58-acre parcel of which
43 acres received refuse fill. The site consists of a single landfill containing four modules
and does not have a liner and a leachate collection and removal system. The landfill is a
Class III Waste Management Unit and has not received waste since 1991. The landfill
was closed October 1995. The closure cover consists of a 2 to 6-foot thick foundation
layer under a 1-foot thick low-permeability soil layer, under a 1-foot thick vegetative
73467 1 August 9,2006
LA 21125 Corrective Action Financial Assurance Cost Estimate
Corral Hollow Sanitary Landfill
