Box 1810 <br /> Stockton, CA 95201 <br /> NOTICE OF VIOLATION - REVIEW AND COMMENTS OF SECOND AND THIRD QUARTER <br /> 2006 GROUNDWATER AND SURFACE WATER MONITORING REPORTS, CORRAL <br /> HOLLOW SANITARY LANDFILL, SAN JOAQUIN COUNTY. <br /> The Regional Water Quality Control Board (Regional Water Board) staff has reviewed the 2„d <br /> and 3rd Quarter 2006 Groundwater and Surface Water Monitoring Reports (Reports) for the <br /> Corral Hollow Sanitary Landfill. The Reports have been prepared in accordance with Waste <br /> Discharge Requirements (WDRs) Order No. 5-01-176. San Joaquin County had initiated <br /> corrective action with the installation of a landfill gas system due to high emissions of methane <br /> and VOC impacts to groundwater detected along the northwest perimeter of the landfill and <br /> well MW-5, respectively. This corrective action is not meeting the objective as described in <br /> WDRs Order No. 5-01-176. <br /> The 2nd and 3rd quarter reports meet the requirements of the Monitoring and Reporting <br /> Program Order No. 5-01-176. However, the corrective action of installing and operating a <br /> landfill gas system to remediate the detected releases that have impacted the vadose zone <br /> and groundwater has not been effective. This is evident by the increasing trends in MW-5 of 3 <br /> volatile organic constituents (VOCs), total dissolved solids (TDS) and chloride. Because of <br /> these increases staff has determined the Corrective Action Program does not satisfy the <br /> requirements of Title 27, Section 204300) which states: Any time the RWQCB determines that <br /> the corrective action program does not satisfy the requirements.of this section, the discharger <br /> shall, within 90 days of receiving written notification of such determination by the RWQCB, <br /> submit an amended report of waste discharge to make appropriate changes to the program. <br /> Based on the gas well and groundwater data presented in the above referenced reports, the <br /> Discharger is in violation of WDRs Order No. 5-01-176 and shall perform the following: <br /> 1. The Discharger shall initiate an Evaluation Monitoring Program (EMP) in accordance <br /> with Title 27, Section 20385(x)(2) and 20425(a)(1)(2) to further define the nature and <br /> extent of the gas release beneath Corral Hollow Sanitary Landfill. <br /> California Environmental Protection Agency <br /> Cb Recycled Paper <br />
