Environmental Health Department <br />AMENDED <br />6/11/2021 <br />Underground Storage Tank Program Inspection Report <br />Date: <br />April 27, 2021 <br />Facility Address: <br />121 S CENTER ST, STOCKTON <br />Facility Name: <br />7-ELEVEN #38153 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br />OBSERVATION: Water was found in the (87, 91, and Diesel) STP sump. <br />REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br />system by precipitation, infiltration, or surface runoff. <br />CORRECTIVE ACTION: The service technician removed in total approximately half a gallon of liquid from the (87, 91, <br />and Diesel) sump and returned the sensor to its proper location. Immediately contact a properly licensed, trained, and <br />certified contractor to address the water intrusion into the (87, 91, and Diesel) STP sump under permit and inspection <br />of the EHD. <br />This is a repeat violation, Class II. <br />313 HSC 25290.1(d) Monitoring system incapable of detecting entry into secondary containment (post-Jul 2004). <br />OBSERVATION: The 91 S12 and S14 smart sensor failed when tested. <br />The 91 S13 smart sensor failed when tested, replaced and passed accord to the service technician. <br />REGULATION GUIDANCE: The continuous monitoring system shall be maintained to detect the entry of the liquid or <br />vapor phase of the hazardous substance stored in the primary containment into the secondary containment, and to <br />detect water intrusion into the secondary containment. <br />CORRECTIVE ACTION: Correct immediately by having a properly licensed, trained, and certified contractor replace <br />the failed component with a functional component (LG 113-x listed, if applicable), and obtain a permit within one <br />business day from the EHD, if needed. If the failed component can’t be replaced immediately, there is a possibility <br />that the [GRADE] UST system may be red tagged to prevent fuel inputs. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 5/27/2021. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($152).
