Environmental Health Department <br />AMENDED <br />6/11/2021 <br />Underground Storage Tank Program Inspection Report <br />Date: <br />April 27, 2021 <br />Facility Address: <br />121 S CENTER ST, STOCKTON <br />Facility Name: <br />7-ELEVEN #38153 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />208 CCR 2716(a-e) Failure to comply with the designated operator inspection requirements. <br />OBSERVATION: The designated operator failed to document all the alarms from the attached alarm history on the <br />3/3/2021 designated operator inspection report and failed to check that they were responded to appropriately. The <br />missing alarms include: S13 91 fill sump no vacuum alarm. <br />REGULATION GUIDANCE: During the inspection, the designated operator shall review the alarm history since the <br />previous inspection, check that each alarm was documented and responded to appropriately, and attach a copy of the <br />alarm history with documentation taken in response to any alarms to the inspection report. <br />CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the <br />required information on the reports. <br />This is a minor violation. <br />210 CCR 2715(c) Failure to provide initial training, train every 12 months, and have a trained employee present. <br />OBSERVATION: The designated operator employee training for Mann Singh was not performed according to manager <br />Jesse Singh. Mann Singh was hired 4/23/2021, and was the only employee observed on site upon arrival for <br />inspection. <br />REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and <br />maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual <br />performs the duties of a facility employees. The training shall include, but is not limited to: <br /> 1. Operation of the UST system in a manner consistent with the facility’s best management practices <br /> 2. Employee’s role with regard to monitoring equipment as specified in the facility’s monitoring plan <br /> 3. Employee’s role with regard to spills and overfills as specified in the facility’s response plan <br /> 4. Name of the contact person(s) for emergencies and monitoring equipment alarms <br />Initial training shall also include a site-specific practical demonstration that provides both sharing information and <br />evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and overfills.
