The 2017 Scoping Plan proposes various measures to achieve the 2030 target. <br /> Most of these are State measures, such as use of the cap-and-trade program, the Short- <br /> Lived Climate Pollutant Plan, and achievement of the 50% renewable sources of <br /> electricity in the Renewables Portfolio Standard. The updated Scoping Plan continues <br /> many existing programs such as low-carbon fuel standards, renewable energy, and <br /> methane reduction strategies, along with a proposed 20% reduction in GHG emissions <br /> from refineries. It also addresses for the first time GHG emissions from the natural and <br /> working lands of California, including the agriculture and forestry sectors (ARB 2017). <br /> The 2017 Scoping Plan is in the process of being updated. <br /> The County currently does not have a GHG emission reduction plan, also known as a <br /> Climate Action Plan. Policy PHS-6.2 of the County General Plan states that the County <br /> shall reduce community GHG emissions by 15% below 2005 levels by 2020 and shall <br /> strive to reduce GHG emissions by 40% and 80% below reduced 2020 levels by 2035 <br /> and 2050, respectively. These goals are consistent with State reduction goals. <br /> Environmental Impacts and Mitigation Measures <br /> a, b) Project GHG Emissions and Consistency with GHG Reduction Plans. <br /> Estimates of GHG emissions of the project were developed using the CaIEEMod program <br /> (see Section 3.3, Air Quality). Table 3-4 presents the results of the CaIEEMod run. <br /> "Mitigated emissions" are the result of project compliance with applicable laws, rules, <br /> and regulations, along with inclusion of project features that reduce GHG emissions. <br /> These include the following: <br /> • The density of residential development on the project site (4.8 dwelling units per <br /> acre). <br /> • The project site is approximately 0.25 miles from a transit stop. <br /> • The project site is approximately 3.25 miles from downtown Stockton. <br /> • The project would add sidewalks to the site. <br /> • SB X7-7, enacted in 2009, sets an overall goal of reducing per capita urban water <br /> use by 20% by December 31, 2020. The California Green Building Code <br /> mandates a 20%reduction in indoor water use. <br /> • AB 341 establishes the goal of diverting 75% of California's waste stream from <br /> landfills by 2020. <br /> As shown in Table 3-4, mitigated operational GHG emissions would be approximately <br /> 7.1% less than under business-as-usual (unmitigated) conditions.
