THORNTON ROAD, THORNTON, SAN JOAQUIN COUNTY (CASE # 390412) <br />I reviewed the Quarterly Ground Water Monitoring Report — Second Quarter 2009 (Report), submitted <br />24 August 2009 by Mr. & Ms. Barber's consultant, Advanced GeoEnvironmental Inc. The Report <br />provides the results of the second quarter 2009 groundwater monitoring event conducted on <br />24 June 2009. Petroleum hydrocarbons were only detected in one of two monitoring wells sampled <br />(MW-4), and were reported as total petroleum hydrocarbons as gasoline, 1,400 micrograms per Liter <br />(ug/L); ethylbenzene, 6.1 ug/L; and xylenes, 3.8 ug/L. The data show a declining concentration trend <br />in MW-4 over the last four quarters and no detections in the municipal well since the case was opened <br />in 1989. The Report recommends conducting a semi-annual groundwater monitoring during the fourth <br />quarter of 2009 and preparation of a closure report. <br />Comments: My 12 March 2009 and 29 April 2009 letters stated that this Report would, if applicable, <br />include the Report-recommended closure report written in accordance with Appendix A — Reports, Tr- <br />Regional Board Staff Recommendations for Preliminary Investigation and Evaluation of Underground <br />Tank Sites, which you received as a paper copy during our 11 March 2009 meeting, and may be <br />downloaded electronically from the Internet at <br />http://vvww.waterboards.ca.govicentralvalley/water_issues/underground_storage_tanks/tri- <br />regionals_appendix_a.pdf. The closure report shall also evaluate whether the potential for vapor <br />intrusion exists, and address any risks to future site construction workers. If the closure report, twice <br />requested for submittal by 30 July 2009, is not submitted by 30 October 2009, then it is to be <br />submitted no later than 30 January 2010, and is to include the results of the fourth quarter 2009 <br />groundwater sampling. In addition, you are to submit, no later than 30 October 2009, a list of all <br />property parcels located within 200 feet of your defined hydrocarbon plume, the name of the property <br />owner for each parcel, and a mailing address for each owner.
