THORNTON <br />ROAD, THORNTON, SAN JOAQUIN COUNTY (REGIONAL BOARD CASE # 390412) <br />I reviewed the Semi-Annual Report - 2008 (Report), submitted 10 March 2009 by <br />Mr. & Ms. Barber's consultant, Advanced GeoEnvironmental Inc. The Report documents the <br />May 2008 remediation wells installation; provides a technical evaluation of the soil vapor <br />extraction/air sparging (SVE/AS) remediation pilot study conducted in August 2008; <br />documents the August 2008 installation and sampling of monitoring well MW-7, located 30' <br />from Thornton Supply Well #2; and provides the results of the fourth quarter 2008 <br />groundwater monitoring event conducted on 7 October 2008. <br />The SVE/AS treatment system includes three vapor extraction wells (VW-1 through VW-3) <br />and one air sparge well (AW-1). Approximately 21 pounds of total petroleum hydrocarbons as <br />gasoline (TPHg) were removed during the 72 hours of operation of the entire SVE/AS system. <br />Sampling results for MW-7 in August 2008 were TPHg, 59 micrograms per liter (ug/L) and <br />TPH as diesel (footnoted as degraded TPHg), 66 ug/L; subsequent MW-7 sampling in October <br />2008 reported non-detects. The maximum groundwater concentration during the fourth <br />quarter was TPHg, 160 ug/L (MW-4), an order of magnitude reduction in TPHg over the five <br />previous quarters of sampling. The Report recommends preparation of a closure report and <br />no further action. <br />Comments: On 11 March 2009, we (Ronald Barber and I) met at my office to discuss future <br />sampling requirements deemed necessary to confirm the effectiveness of the SVEAS pilot <br />study, and to outline the steps needed to move this case towards closure. During the meeting <br />I requested, and Mr. Barber concurred with, two quarters of limited verification monitoring to <br />establish a concentration trend and to ensure plume stability. Water levels will be measured <br />for all wells and groundwater flow directions/gradients will be included in the reports. The <br />reports shall also be uploaded electronically into GeoTracker. The first quarter 2009 <br />monitoring report, due 30 April 2009, shall include groundwater sample results for TPHg, <br />benzene, toluene, ethybenzene, and xylenes from MW-2, MW-4, MW-7 and Thornton Supply <br />Well #2. Contingent upon the results of the first quarter 2009 sampling event, I may remove <br />MW-2 from the second quarter 2009 monitoring event, and may remove additional analytes if <br />results are non-detect.
