PUBLICtEALTH SEM/ICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Ernest M. Fujimoto, M.D., M.P.H., Acting Healt
445 N. San Joaquin Street • P.O. Box 388 • Stockton, C
(209) 468-3420
DONNA SANTINI GARDNER
1206 STRUCK
ORANGE CA 92667
RE: Donna Gardner Property
26056 Thornton Road
Thornton CA 95686
JUL 0 7 1994
Site Code: 1864
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has recently
reviewed site conditions and historical data pertaining to the above mentioned property. PHS/EHD has
prepared the following comments for your consideration.
Significant soil contamination was detected at the time of the September 6, 1989 tank removal of up to
830 ppm TPH-gas. The former underground storage tanks were located adjacent to the station building.
Subsequently, monitoring wells were installed to investigate the groundwater quality beneath the site. Soil
samples collected during 1990 and 1991 installations of wells located within 60 feet of the station building
and former tank area and within 25 feet of the Thornton Water Well #2 evidenced soil contamination of
up to 570 ppm TPH-gas and 320 ppb benzene. Since 1990, significant groundwater contamination
exceeding the State of California drinking water standards has been documented and although the
Thornton Water Well #2 has not yet been impacted, it is threatened by contamination evidenced at the
site.
Based on historic soil and groundwater data, the former location of the underground storage tanks, and
the nearby community well, PHS/EHD requests that at least the station building not currently in use,
undergo demolition to facilitate the removal of contaminated soil which is suspected beneath the building
and which continues to provide a source of contamination to groundwater. This excavation should be
scheduled to occur prior to July 22, 1994 as directed in PHS/EHD correspondence dated December 27,
1993.
If you have any questions or comments, please contact Mary Meays at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Mary Meays, Senior REHS Diane M.
