The <br />investigation included installation and sampling of three (3) groundwater monitoring wells. <br />Petroleum hydrocarbon contamination was detected in groundwater near the former underground storage <br />tank site. Total petroleum hydrocarbons as gasoline was reported at 4,500 parts per billion (ppb); benzene, <br />18 ppb; toluene, 11 ppb; ethylbenzene, 63 ppb; and xylene at 98 ppb. <br />WaterWork Corporation has proposed to re-excavate the tank pit area. Approximately 200 yards of <br />contaminated soil will be removed for aeration on site. In addition to re-excavation, continued groundwater <br />sampling of the monitoring wells is proposed. <br />Although continued sampling is appropriate, additional wells should be proposed to define the extent of <br />groundwater contamination and aid in designing a remediation system. These wells should be installed after <br />re-excavating the contaminated soil. <br />A draft soil remediation work plan and site/task specific health and safety plan should be submitted March <br />21, 1991. <br />Pursuant to Section 280.67, Subpart I of 40CFR of the Federal Register, Public Health Services, <br />Environmental Health Division (PHS/EHD), will conduct a public notice to consider comments on your Final <br />Remedial Plan/Corrective Action Plan. <br />Please prepare an Executive Summary of your draft Final Remedial Plan (FRP) to accompany our public <br />notice March 21, 1991. The draft FRP should provide a summary of: <br />-data obtained during the Remedial Investigation/Feasibility study <br />-identifiable remedial alternatives <br />-risk associated with conditions at the site, as well as risks with the identifiable alternatives <br />-the proposed and implemented remedial alternatives. <br />A full-volume draft FRP (along with pertinent documentation) is to be made available for review at the <br />Stockton Public Library at 605 N. El Dorado Street, Stockton. The draft FRP will also be made available for <br />review at the PHS/EHD office, 445 N.
