PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
JOGI KHANNA M.D., M.P.H.
Health Officer
P.O. Box 2009 • (1601 East Hazelton Avenue) • Stockton, California 95201
(209) 468-3400
DONNA GARDNER
DONNA GARDNER PROPERTY
1206 STRUCK
ORANGE CA 92667
RE: Donna Gardner Property IN REPLY REFER TO SITE CODE: 1864
26080 Thornton Rd.
Thornton, CA
We have reviewed the February 4, 1991, Preliminary Report prepared by WaterWork Corporation. The
investigation included installation and sampling of three (3) groundwater monitoring wells.
Petroleum hydrocarbon contamination was detected in groundwater near the former underground storage
tank site. Total petroleum hydrocarbons as gasoline was reported at 4,500 parts per billion (ppb); benzene,
18 ppb; toluene, 11 ppb; ethylbenzene, 63 ppb; and xylene at 98 ppb.
WaterWork Corporation has proposed to re-excavate the tank pit area. Approximately 200 yards of
contaminated soil will be removed for aeration on site. In addition to re-excavation, continued groundwater
sampling of the monitoring wells is proposed.
Although continued sampling is appropriate, additional wells should be proposed to define the extent of
groundwater contamination and aid in designing a remediation system. These wells should be installed after
re-excavating the contaminated soil.
A draft soil remediation work plan and site/task specific health and safety plan should be submitted March
21, 1991.
Pursuant to Section 280.67, Subpart I of 40CFR of the Federal Register, Public Health Services,
Environmental Health Division (PHS/EHD), will conduct a public notice to consider comments on your Final
Remedial Plan/Corrective Action Plan.
Please prepare an Executive Summary of your draft Final Remedial Plan (FRP) to accompany our public
notice March 21, 1991. The draft FRP should provide a summary of:
-data obtained during the Remedial Investigation/Feasibility study
-identifiable remedial alternatives
-risk associated with conditions at the site, as well as risks with the identifiable alternatives
-the proposed and implemented remedial alternatives.
A full-volume draft FRP (along with pertinent documentation) is to be made available for review at the
Stockton Public Library at 605 N. El Dorado Street, Stockton. The draft FRP will also be made available for
review at the PHS/EHD office, 445 N. San Joaquin, Stockton, during normal business hours.
A Division of San Joaquin County Health Care Services
