the transfer station/resource recovery facility: portable litter control fences, landfill perimeter <br /> fence, leachate impoundments, and storm water facilities including ditches, berms, and <br /> detention/sedimentation basins. The project sponsor will collect and deposit on-site litter on a <br /> daily basis. Portable litter collection fences will be installed as required to prohibit wind-blown <br /> litter from accumulating along roadways or around buildings. In accordance with San <br /> Joaquin County Ordinance No.28870, adopted September 29, 1981,tarps will be placed <br /> over open loads to avoid littering during transport of waste (Title 5 Health and Sanitation, <br /> Division 2.
