7. LATHROP-MANTECA FIRE DISTRICT(Staff Contact: J. R. Monty, 209-858-2331) <br /> a. The project must conform with the appropriate edition of the Uniform Fire Code (currently, the <br /> 1997 edition)and all related standards. <br /> b. Fire Department Facility Fees are to be paid on any new structure in accordance with the San <br /> Joaquin County Ordinance and Resolution adopting the fee schedule ($0.14 per sq.ft.). <br /> c. In order to commence construction beyond the foundation stage or storage of building <br /> materials, requirements for emergency vehicle access and adequate water for fire suppression <br /> shall be provided in accordance with Sections 901.3, 902.2.1, 903.2, and 8704 of the 1997 <br /> Uniform Fire,Code. <br /> d. The fire access road shall meet the San Joaquin County Public Works Standards. <br /> e. A Knox Box security key box shall be provided. Applications are available at the fire district <br /> offices. <br /> f. Existing fire protection facilities will be maintained to the satisfaction of the Lathrop- Manteca <br /> Fire Protection District. <br /> g. 79 (1.2) <br /> Proposed as Part of the Project: <br /> At the proposed consolidated landfill, the project sponsor will continue to provide fire <br /> suppression equipment and procedures that are equivalent in effectiveness to those currently <br /> employed at the existing Forward Landfill, as described in the Site Health and Safety <br /> Program. The project sponsor will furnish information regarding proposed disposal <br /> operations and fire suppression measures at the Austin Road Landfill, and the proposed <br /> consolidated landfill,to the Lathrop-Manteca Fire District. <br /> Existing fire protection facilities will be maintained (see also Mitigation Measure 9 (E.1)). <br /> h. 80(1.3) <br /> Proposed as Part of the Project: <br /> The project sponsor will continue to apply,to the entire consolidated landfill,the safety <br /> procedures currently employed at the existing Forward Landfill and described in the <br /> Workplace Injury and Illness Prevention Plan. The project sponsor will furnish information <br /> regarding proposed disposal operations and safety procedures at the Austin Road Landfill, <br /> and the proposed consolidated landfill,to the Lathrop-Manteca Fire District. <br /> 8. CALIFORNIA DEPARTMENT OF TOXIC SUBSTANCE CONTROL (Staff Contact: James <br /> Tjosvold,Site Mitigation Branch, 8800 Cal Center Drive,Sacramento,CA 95826-3200) <br /> a. 36(E.5) <br /> Identified in EIR: <br /> The landfill operator shall submit an updated post-closure permit application for WMU-A that <br /> presents plans to prohibit the expansion of the new landfill areas above WMU-A. The <br /> applicant filed a renewal of its hazardous waste permit for WMU-A on October 31, 2000 <br /> (Kleinfelder, 2000)that presents the controls and monitoring of WMU-A. The applicant's JTD <br /> describes creating a wedge of landfill material north of WMU-A that would keep a buffer area <br /> around the WMU-A boundaries clear of new refuse and then start to build outward and <br /> upward.
