Page 13
Consolidated For`vard In ndfill
site. The surface-water collection drai-. system will be designed to divert the water to the
storm water collection basin in the sou:nwest corner of the current Austin Road Landfill, at
times when enough surface water acc=.-:ulates to have discharged into the collection basin.
All waste at the proposed Forward Landnll will be separated from the north and south
branches of Littlejohn Creek by a levee s`'stem or other acceptable method designed to
protect the site from a 100-year flood event.
The project includes channel reconfig'ation and localized flood protection berms to isolate
the landfill surfaces from floodwaters.
Yee
The project design also includes proV=_on of replacement
flouth Fork of South Littlejohn odplain area and storag
glume
in an easement along the relocated\c._a Bran
ch ofCreek.
The channel and floodplain storage ea:-e•llent are designed to accommodate the 100-year, 24-
hour storm. The design also includes =;nree-foot freeboard.
45 (F.2)
Proposed as Part of the Project:
The JTD articulates the programs of,-- na°e control structures and monitoring to inhibit
ntrol system
erosion and sedimentation. Corrective measures wzl
v removing loose debris
damage to drainage channels. Eroded compeas acting e mi
the area.tizated bMon Monitoring and protection
followed by replacement,regrading,
against sediment from entering the Littlejohns stream channel will be implemented, including
the diversion of part of Littlejohn Creek farther away from the landfilled area.
in order to minimize sediment rt to the Littlejohns Creek, landfill slopes, ridgetops, '
and peripheral areas will be rev to inhibit erosion.
46(F3)
Proposed as Part of the Project:
The liner and leachate collection landfill and thor eextension of the existing leachate collectione expansion system—both over the top of s
existing unlined Austin Road
system at Forward--have been designed to meet or exceed the regulatory requirements as
shown and discussed in the applicants JTD. The JTD and the a dequacRy`oQf CB leachate
collection system and associated monitoring are under re z y
The re ulatory required separation between the liner and groundwater will be implemented to
g
- allow for chemicals in the leachate to attenuate before reaching the groundwater, should the
leachate breach the collection system.
The project design includes a leak detection system under the sumps.
The liner system will be overlain by a protective operations laver consisting of a one
thickness of soil and gone-foot thick gravel layer that serves as the leachate collection layer.
This two-foot layer will serve to p-orect the liner system from sharp or jagged materials the
in
waste.
