D <br />W PERMIT I Facility/Permit -number:1 39 -AA -020 <br />SOLIASTE FACILITY <br />12. Legal Description of Facility (attach map with RFI): <br />SECTION 3 OF TOWNSHIP 1S, RANGE 7E, MOUNT DIABLO BASELINE AND MERIDIAN, APN: 201-060-03 <br />13. Findings: <br />a. This permit is consistent with the County Solid Waste Management Plan pursuant to Public Resources Code (PRC) 50000 - 50002. <br />b. This permit is consistent with standards adopted by the California Integrated Waste Management Board (CIWMB). PRC, Section 44010. <br />C. The design and operation of the facility is in compliance with the State Minimum Standards for Solid Waste Handling and Disposal as determined <br />by the LEA on January 23, 1995. <br />d. The Manteca -Lathrop fire protection district has determined that the facility is in conformance with applicable fire standards as required in Public <br />Resources Code, Section 44151. <br />e. An environmental determination on September 16, 1993 (.e. Notice of Determination) SCH#92032013 is filed with the State Clearinghouse for <br />this facility pursuant to Public Resources Code, Section 44151. <br />f. A County -wide Integrated Waste Management Plan has not been approved by the CIWMB. <br />g. The Planning Commission determined this facility is consistent with and is designated in the general plan PRC 50000.5(a) on September 16, 1993. <br />h. The San Joaquin County Planning Commission has made a written determination that this facility operation is compatible with surrounding land <br />use on September 16, 1993 as per PRC 50000.5(b). <br />i. This permit is consistent with Land Use permit UP -91-12 and the July 1993 Environmental Impact Report Sch. #92032013 for this site. <br />14. Prohibitions: <br />CoMRosting site - The permittee is prohibited from accepting any hazardous wastes, medical wastes, cannery wastes, and dead animals unless such waste is <br />specifically fasted below, and unless the acceptance of such waste is authorized by all applicable permits: <br />Tires, sewage sludge, non -hazardous liquids/slurries, agricultural yard wastes, nonhazardous solid or inert ashes, designated waste ashes, food wastes, <br />manure, and mixed wastes are allowed for composting. <br />The permittee is additionally prohibited from the following: Scavenging. <br />Transfer Station - The permittee is prohibited from accepting hazardous wastes, medical wastes, dead animals, and cannery wastes unless such waste is <br />specifically listed below and unless the acceptance of such waste is authorized by all applicable permits: <br />agricultural, construction/demolition, industrial, mixed municipal, wood & mill wastes, non -hazardous liquids/slurries, food wastes, and tires. <br />The permittee is additionally prohibited from the following activity: Scavenging. <br />15.
