Facility/Permit Number: <br />17. LEA Conditions: <br />1. The design and operation of this facility must comply with all applicable federal, state, and local requirements and enactments, <br />including all mitigation measures given in any certified environmental document filed pursuant to Public Resources Code, Section <br />21031.6. Forthcoming regulation from CIWMB regarding sewage sludge, mixed solid waste and food material composting will be <br />applicable to all operations at this site. <br />2. The design and operation of this facility must comply with all applicable state minimum standards for solid waste handling and <br />disposal. <br />3. The operator shall comply with all waste discharge requirements, Clean-up and Abatement Orders, monitoring, remediation schedules <br />and related requirements of the local California Regional Water Quality Control Board (CRWQCB). Degradation, of water connected <br />to this site shall be remediated in the manner specified by the CRWQCB. <br />4. Additional information concerning the design and operation of this facility must be furnished upon the request of the LEA <br />5. A change in operator for this site will require a new solid waste facility permit. The LEA shall be notified in writing of any change in <br />ownership or operator of the facility. <br />6. The facility shall meet the design and operational standards of the California Code of Regulations, Title 14 (CCR 14), Chapter 3. 1, <br />Article 1, Section 17851. <br />7. Waste water shall not be allowed to discharge off the property or into any waterway except as allowed by NPDES permit.. <br />8. All incoming waste shall be inspected for hazardous waste. In the event hazardous waste is inadvertently received it shall be managed, <br />stored and disposed of as required by all applicable State standards for hazardous waste handling/disposal. <br />9. Personnel working with the load screening program shall be trained to recognize hazardous wastes. All employees shall be provided <br />with personal protective safety equipment. <br />10. This permit is subject to review by the LEA and may be modified, suspended, or revoked for sufficient cause following a hearing. <br />The LEA may require additional monitoring and reporting (CCR 14 Sections 17889 & 17895). <br />11. All end products that contain chemicals exceeding the STLC or TTLC limits shall be managed as hazardous waste. <br />12. Wastes to be composted must go directly into composting operations and may not be stockpiled on site for more than seventy-two (72) <br />hours. <br />13. Leachate control is required. <br />14. EHD must be notified in writing three (3) days prior to new feed stock material being added or changed, or when there are an <br />compost method changes. <br />15. Any compost wastes that are prepared/processed at the Transfer Station must thereafter be placed into the composting operation. <br />16. Specific operational standards which this site must meet are as follows: <br />* a. Site may not receive in excess of 4,180 tons/day (total allowable for landfill and RRF combined). <br />b. Litter: Litter must be controlled at all time on site. <br />c. Noise: Noise produced at the facility will comply with the provisions of the San Joaquin County Development Code, Title 9, Section <br />9-1025.9. <br />I Odors: The windrows will be turned as frequently as necessary and the aerated static piles and/or enclosed agitated beds maintained <br />to prevent anaerobic degradation and migration of attendendant unpleasant odors off-site. <br />e. Dust: Dust control shall be maintained to prevent limiting the visibility of personnel on-site and from creating a nuisance off-site. <br />f. Vectors: Windrows and static piles will be maintained to prevent the attraction or establishment of flies, rats, or other vectors in the <br />compost. <br />g. Fire: Windrows will be monitored for internal temperature and spaced and turned appropriately to prevent fires. In the case of fire, <br />water available on-site will be used for suppression and the emergency number 911 shall be used to summon the California <br />Department of Forestry, Fire Protection and other responders. <br />h. Finished compost shall not be stored outside the 22.59 acre permitted composting area. Storage piles shall be spaced appropriately <br />and not exceed 15 feet in height. <br />i. Sludges accepted at this site must be blended directly into the material being composted. <br />j. The operator shall maintain a copy of this permit at the facility, available at all times for the operators of the facility. <br />
