What I had stated in my e-mail to you
and others was based on the content of your September 3, 2007 letter. I have included sections from your letter
for your information.
1- Here is the statement regarding your cooperation with Caltrans:
As directed, we will work closely with CalTrans to develop quickly a structure that will allow us to
proceed jointly once delineation of refuse within their property is complete the satisfaction of the
involved regulatory agencies, and will proceed in coordination with CalTrans with the joint project as
soon as possible.
2- Here is the statement regarding the VOCs at MW5. I did not state the gas is from the
newly found areas. It is based on the following statement you have made in your letter.
The VOCs at MW-5 are apparently due to insufficient capture of landfill gas(LFG) by the LFG collection
system in that area, and the County has been looking forward to improving LFG collection there. This
improvement would be a component of the closure cap extension within our property because the refuse
needing more LFG collection is located within that cap extension area.
3- Remember that I had suggested preparation of a preliminary plan and nothing final. I suggest there is
adequate info available to move forward with such plan. Here is the statement I had made previously.
We suggest there might be information present(based on the investigation completed to date) to start the
preparation of a preliminary_plan for the closure of the entire refuse found areas (on both properties).
In regards to Caltrans property and the investigation they need to perform, I was merely suggesting that whatever
investigation they should do on their property would be good to be shared by all, and that sharing such
information might actually alleviate the concern you have expressed regarding any delay on this project. It is
good to see how responsive and responsible you have been to want to remedy this issue. So we suggest that
you might want to think about working closely with Caltrans to eliminate future delays
As always,we are happy to assist you in regards to the adequate investigation, remediation, and closure of this
on-going issue with that portion of the Closed Corral Hollow Landfill. Please call (341-6354 or Mike at 341-6318)
or e-mail me if you have any questions. Thanks............Gino
From: Michael Carroll [mailto:mcarroll@sjgov.org]
9/7/2007
