Box 1810 <br /> Stockton, CA 95201-2999 <br /> TENTATIVE CEASE AND DESIST ORDER, CORRAL HOLLOW SANITARY LANDFILL, <br /> SAN JOAQUIN COUNTY <br /> The San Joaquin County Department of Public Works is responsible for the discharge of waste <br /> at the Corral Hollow Landfill. Volatile organic chemicals (VOCs) were first detected in the <br /> groundwater beneath the landfill in 1991. Although the County has undertaken several <br /> corrective actions, the plume still exists and has been confirmed to extend beyond the landfill <br /> boundary. As discussed during recent meetings, it is the intent of the Board's Prosecution <br /> Team to require that groundwater corrective actions be undertaken in a more formal manner. <br /> Therefore, the Prosecution Team is proposing that the Board issue the enclosed Cease and <br /> Desist Order at its 31 January/1 February 2013 meeting. <br /> The proposed Order would require the County to complete an Engineering Feasibility Study and <br /> propose corrective action measures to address the release of VOCs to the vadose zone and <br /> groundwater. The proposed Order requires that the VOCs be remediated by October 2017, and <br /> that certain milestones be met. If these milestones are not achieved, then the County would be <br /> required to implement additional corrective actions each year. <br /> Also enclosed is the Notice of Public Hearing for this item. As described in the Notice, any <br /> comments or evidence you may have concerning the enclosed Tentative Cease and Desist <br /> Order must be submitted to this office by 5:00 p.m. on 7 January 2013. <br /> In order to conserve resources, this letter transmits paper copies of the documents to the <br /> Dischargers only. Interested persons may download the documents from the Central Valley <br /> Water Board's Internet website at: <br /> http://www.
