1. REFUSE <br />CHSL is an unlined Class III landfill. CHSL was owned and operated by City of <br />Tracy from the 1940's until 1991. The County owned and operated the landfill <br />since 1991. Prior to County's ownership, the County has not much knowledge <br />about the type of refuse disposed at CHSL. To the best knowledge of the County, <br />hazardous materials have not been disposed at CHSL. <br />2. LANDFILL GAS (LFG) <br />When buried in a landfill, refuse and other organic material produces LFG, which <br />is approximately 50 percent methane by volume and may contain other <br />contaminants. The lower explosive limit of methane is 5 percent by volume. <br />Potential hazards of LFG are: <br />1. Fire <br />2. Explosion <br />Potential hazards associated with LFG are due to: <br />• Oxygen deficiency in the LFG <br />• Combustible characteristics of LFG <br />• Potential for hydrogen sulfide in LFG <br />A. GENERAL <br />1. The Contractor will conduct a safety meeting with the Engineer and <br />Contractor's employees before the start of the project. <br />2. Under Ground Service Alert (U.S.A) will be notified prior to any excavations or <br />drilling at the site. <br />3. Work near the Shell Oil pipeline will be in the presence of Shell Oil Staff. <br />4. Contractor will not perform work that generates temperatures that could ignite <br />methane, such as welding, unless the Contractor has verified that the work <br />meets safety requirements. <br />B. REFUSE HANDLING <br />1. It is anticipated the refuse will mostly be handled with heavy equipment.
